CITY OF SEWARD, ALASKA
RESOLUTION NO. 96-153
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING PAYMENT TO QUALITY ASPHALT PAVING
WHEREAS, in July 1996, Quality Asphalt Paving, Inc, (QAP) was asked to pave
approximately ten radii at various locations in the City for a total cost of $9,000; and
WHEREAS, because this amount was under the City Manager's spending limit, Council
approval of the contract was not required; and
WHEREAS, two private builders had previously removed two separate areas of paving on
Fourth Avenue on Dimond Street to install water and sewer lines to their buildings with the
understanding that the areas would be repaved before the onset of winter; and
WHEREAS, since QAP was the last paving contractor in Seward for the 1996 construction
season, and since the two builders had not yet repaved the sections of roadway they had removed,
the City's Manager of Engineering and Utilities authorized QAP to pave these two sections of
roadway; and
WHEREAS, this increased the total billing to the City from $9,000 to $13,500, exceeding
the City Manager's spending limit and requiring Council approval; and
WHEREAS, since completion of the paving project, Watterson Construction has reimbursed
the City $1500 for its share of the paving; and
WHEREAS, the other private builder, Brad Snowden, protested what he viewed as excessive
cost and, under an agreement negotiated with the City Manager, reimbursed the City $1500 of the
$3,000 billed to him; and
WHEREAS, funds for the paving projects are available from a state municipal matching
grant and from the reimbursements received from Watterson Construction and Brad Snowden;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to issue payment in the amount of$13,500 to
Quality Asphalt Paving, Inc" for paving various radii in the City of Seward and for patching Fourth
A venue and Dimond A venue at Hemlock Street.

Section 2, This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 9th day
of December, 1996.
