CITY OF SEWARD, ALASKA
RESOLUTION NO. 96-156
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AWARDING AN EXCLUSIVE RIGHT TO NEGOTIATE FOR
PARKING MANAGEMENT SERVICES TO RANDY MCFARLAND
WHEREAS, a formal request for proposals to provide parking management services for the
City of Seward was issued in accordance with the provisions of Seward City Code Chapter 6,10,
Article 3; and
WHEREAS, proposals were received from Randy McFarland of Seward and the Renn
Company, Inc" dba Diamond Parking; and
WHEREAS, the proposal submitted by McFarland more closely reflects the type of proposal
which will facilitate the transition from free to paid parking; and
WHEREAS, since the proposal as submitted is not satisfactory in every respect, it is the
desire ofthe City to award to McFarland an exclusive right to negotiate for the contract to provide
parking management services to the City; and
WHEREAS, at the conclusion of the negotiating process, a contract will be brought back
to the City Council for public hearing and action;
NOW, THEREFORE, BE IT RESOL YED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. An exclusive right to negotiate a contract to provide parking management services
to the City of Seward is hereby awarded to Randy McFarland,
Section 2. This resolution shall take effect immediately upon its adoption,
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 9th day
of December, 1996,
