CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-002
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, ADJUSTING RATES FOR GARBAGE
AND REFUSE SERVICE IN AN AGREEMENT BETWEEN
THE CITY AND JASON ENTERPRISES
WHEREAS, city of Seward Resolution No. 90-107 extended until
December 31, 1991, an agreement with Mr. Jason McDonald, dba Jason
Enterprises, for the collection of garbage and refuse: and
WHEREAS, Mr. McDonald has requested that the city adjust rates
for service because of increased operating costs caused by the rise
in petroleum prices: and
WHEREAS, the City Council wishes to maintain the high level of
service provided by Mr. McDonald and his crews and not risk
deterioration of services: and
WHEREAS, the city Council recognizes the need for a rate
adjustment for the reasons stated: and
WHEREAS, the Seward city Code requires that charges for the
collection of garbage and refuse be set by resolution:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
section 1. Garbage and refuse collection services for the
period commencing January 15, 1991, shall be established by class
as follows:
CLASS I. BUSINESS:
Monthly rates for businesses, including dentists, physicians
and clinics, shall be as follows:

The monthly rate for offices (wastepaper only) with one pickup
per week shall be $5.40 for the first can and $3.25 for each
additional can.

CLASS 2. RESIDENTIAL (Weeklv Collection):
The monthly rates for single family residences shall be as
follows:
Regular pickup
** Resident pack-out service
(Over 5 ft. from property line)

Monthly rates for apartments (more than two units having
common cans) shall be as follows:

* In addition to regular charge
** All residential pack-out service shall be at the discretion of
the garbage contractor. All cans must be easily accessible
and within a reasonable distance from the alley, street or
utility easement. All pickups inside a fenced area shall be
considered a pack-out service.
CLASS 3. SPECIAL SERVICES:
In the event the city or the contractor is requested to enter
the customer's property and/or premises to remove garbage, except
residential pack-out service, such service may be performed and the
charge shall be twenty-five percent (25%) over the regular rate.
CLASS 4. VACANT OR UNOCCUPIED DWELLINGS AND/OR RESIDENCES:
There shall be no charge for residences that are vacant.
Prior arrangements shall be made with the city by making written
application for garbage service to be discontinued because of
vacancy, provided the residence is unoccupied three (3) weeks or
longer in anyone (1) month.
CLASS 5. MUNICIPAL SERVICE:
The municipal service rate shall be $1.00 per can.
CLASS 6. TIME AND EOUIPMENT RATES:
The hourly rate for equipment and men shall be as follows:

ROll-on/Roll-off container service (30 cu.yd.) shall be
provided at a rate of $87.50 per hour.
Special pickups after 5:00 p.m. and before 8:00 a.m. an any
time on a Saturday, Sunday or a holiday will be charged at 1.5
times the regular daily rate.
Section 2. City of Seward Resolutions No. 88-131 and 90-108
are hereby repealed.
Section 3. Rates set forth herein shall remain in effect
until revised by further resolution of the City Council.

PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 14th day of January, 1991.
