CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-009
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AWARDING A CONTRACT FOR
REPLACING THE LOWELL CANYON CREEK BRIDGE
WHEREAS, the existing bridge across Lowell Canyon Creek on
Lowell Point Road has been severely damaged by numerous floods and
must be replaced before next summer: and
WHEREAS, the state of Alaska has provided emergency funds in
the amount of $354,436 to replace the bridge: and
WHEREAS, the state of Alaska has provided the steel structure
of a salvaged highway bridge to Seward for this purpose; and
WHEREAS, it is necessary to increase the clearance of the
bridge over the stream and to lengthen the span to widen the flood
channel to reduce the probability of the channel under the new
bridge from being blocked by sediment and debris, thereby causing
flooding which would damage the new bridge and surrounding area:
and
WHEREAS, a request for proposals to design and construct a new
bridge was publicly advertised, and six firms responded: and
WHEREAS, the CRW Engineering Group and R & M Consultants,
Inc., evaluated the proposals for the city of Seward; and
WHEREAS, the engineers found the lowest cost
submitted by Afognak Logging was not suitable because
culvert design which could easily fill with gravel: and
proposal

WHEREAS, the engineers stated that they considered a bridge to
be a better solution to flooding problems in this area: and
WHEREAS, the RFP design parameters called for a 2-lane bridge:
and
WHEREAS, the second lowest cost proposal was for a bridge
which the engineers found acceptable if certain additional work was
included in the proposal: and
WHEREAS, the second low proposer submitted cost proposals for
the additional work which would not exceed the cost of the next
higher proposal when adjusted for the additional work;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
section 1. The public interest would be best served by
rejecting the proposal for installation of a culvert submitted by
Afognak Logging.
Section 2. The city Manager is hereby authorized to execute
a contract with Construction & Rigging, Inc., to design and build
a bridge over Lowell Canyon Creek for an amount not to exceed
$254,910.
section 3. A project account in the amount of $280,401, to
include a contingency account in the amount of $25,491, is hereby
established.
Section 4. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the city council of the city of Seward,
Alaska, this 14th day of January, 1991.
