CITY OF SEWARD, ALASKA
RESOLUTION NO. 97-011
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING A CONTRACT WITH PERATROVICH, NOTTING-
HAM & DRAGE TO COMPLETE THE PORT OF SEWARD IMPROVE-
MENT FEASIBILITY STUDY AND APPROPRIATING FUNDS
WHEREAS, the City is in need of numerous improvements to the Alaska Railroad Dock;
and
WHEREAS, expansion and improvements to the dock has been designated as the City's
number one state legislative priority; and
WHEREAS, in order for the City to better weigh the options for the future of the port and
to convince and confirm for the State that the City has exhausted all study options and accurately
estimated the costs for dock expansion and improvement, the City desires to complete a Port of
Seward Improvement Feasibility Study as requested by the Alaska Railroad Corporation; and
WHEREAS, contracts for professional services are exempt from the competitive bidding
process set forth in Chapter 6.10 of the Seward City Code; and
WHEREAS, Peratrovich, Nottingham & Drage, Inc. has indicated that it can complete this
project by February 28,1997 for a total cost of $25,000; and
WHEREAS, the Alaska Railroad Corporation has committed to paying one-half the cost of
the study, and funds are available in the Alaska Railroad Dredging Reimbursement Revenue
Account to cover the City's share of the study;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1, The City Manager is hereby authorized to enter into a contract with Peratrovich,
Nottingham & Drage, Inc., to complete a Port of Seward Improvement Feasibility Study for a price
not to exceed $25,000.
Section 2. The sum of $25,000 is hereby appropriated to the Dock Improvement Fund No,
276, Contract Services Account No. 276-2763-5390 with offsetting revenues designated in the
Alaska Railroad Corporation Other Revenues Account No, 276-4680-900.
Section 3, This resolution shall take effect immediately upon its adoption.
