CITY OF SEWARD, ALASKA
RESOLUTION NO. 97-012
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING A CONTRACT BETWEEN THE CITY AND
ROBERTSON, MONAGLE & EASTAUGH; STEVENS & ASSOCIATES;
AND BAKER, ZANE, EDMONDS & O'MALLEY FOR FEDERAL LOBBY-
ING SERVICES
WHEREAS, the Council appropriated $50,000 in the FY 1997 general fund budget for
federal lobbying services; and
WHEREAS, the City issued a request for proposals for these services in October 1996,
widely advertising the RFP in Alaska and Washington, D.C.; and
WHEREAS, an ad hoc committee composed of Mayor Bencardino, Vice Mayor Anderson
and Councilmember Kei1 reviewed and evaluated the five formal proposals received in response to
the RFP; and
WHEREAS, based on the proposals, reference checks, personal interviews and history of
the firms proposing, it is the opinion of the City that the team from Robertson, Monagle & Eastaugh;
Stevens & Associates; and Baker, Zane, Edmonds & O'Malley would be the best match for the
community at this time;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized and directed to enter into a contract with
Robertson, Monagle & Eastaugh; Stevens & Associates; and Baker, Zane, Edmonds & O'Malley
for federal representation in 1997 for an amount not to exceed $50,000,
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 13th
day ofJanuary, 1997.
