CITY OF SEWARD, ALASKA
RESOLUTION NO. 97-024
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING A FEASIBILITY COST SHARING AGREEMENT
WITH THE U. S. ARMY CORPS OF ENGINEERS FOR THE EASTWARD
EXPANSION OF THE HARBOR AND APPROPRIATING FUNDS
WHEREAS, on November 21, 1996, the Reconnaissance Report and the Draft Project Study
Plan for the eastward expansion of the harbor were certified by Corps of Engineers personnel; and
WHEREAS, a review of the Project Study Plan prompted a request for a joint meeting with
representatives of the Corps and the Alaska Department of Transportation and Public Facilities to
study the possibility of saving costs and shortening the study period; and
WHEREAS, as a result, the overall study cost has been reduced by approximately $21,000
and the City has received a commitment from the State Department of Transportation to pay one-half
the cost of the study and to contribute more time to in-kind contributions; and
WHEREAS, the City must now enter into a feasibility cost sharing agreement with the Army
Corps of Engineers and appropriate the necessary funds in the current year's budget to begin the
planning process;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to enter into a Feasibility Cost Sharing
Agreement with the Army Corps of Engineers for the eastward expansion of the Seward Harbor.
Section 2. The sum of$141,533 is hereby appropriated from the Harbor Major Maintenance
and Repair Fund Account No. 402-0000-3075 to the newly-established Boat Harbor Expansion
Capital Project Fund, Other Special Services, Account No, XXX-XXXX-5190.
Section 3. The City Manager is further authorized to issue a check in the amount of
$117,675 to the U. S, Army Corps of Engineers based on the approved Feasibility Cost Sharing
Agreement.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this lOth
day of February, 1997.
