CITY OF SEWARD, ALASKA
RESOLUTION NO. 97-096
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROPRIATING FUNDS FROM THE WATER AND SEWER
ENTERPRISE FUND TO CLOSE OUT THE LOWELL POINT SEWAGE
LAGOON PROJECT
WHEREAS, on August 26, 1991 the City of Seward's sewage treatment lagoon located on
Lowell Point Road suffered a catastrophic failure; and
WHEREAS, as a result of this failure, the sewage lagoon was repaired at a total cost of
$3,020,692, with the City of Seward receiving $1,669,000 in grant funds from the State of Alaska,
$924,000 in loan funds from the State, insurance proceeds totaling $57,500 and bid deposit revenue
totaling $125.40; and
WHEREAS, the City of Seward appropriated $50,000 in Resolution No. 91-112 and
$150,000 in Resolution No. 91-119, and now requires a final appropriation of$170,066,60 to close
the project in preparation for the upcoming FY 1997 audit; and
WHEREAS, in December 1996 the City received a clean audit of the project and approval
from the Alaska Department of Environmental Conservation to close the project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The sum of $170,066,60 is hereby appropriated from the Water and Sewer
Enterprise Fund Retained Earnings, Account No, 701-0000-3070-0225 to the Lowell Point Sewage
Lagoon Capital Project Account No, 225-0000-3070-0000,
Section 2. This resolution shall take effect immediately upon its adoption,
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 23 day
ofJune,1997,
