CITY OF SEWARD, ALASKA
RESOLUTION NO. 97-140
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO RE-ISSUE AN RFP
FOR THE DEVELOPMENT AND RENOVATION OF THE HISTORIC
SEWARD RAILROAD DEPOT
WHEREAS, Chugach Alaska Corporation (CAe) and Qutekcak Native Tribe (QNT)
responded to a 1996 request for proposals with similar proposals to renovate the Historic Seward
Railroad Depot into a Native cultural center; and
WHEREAS, before the review process, QNT withdrew its proposal in support of the CAC
proposal; and
WHEREAS, a seven-member citizen review board recommended a joint negotiation between
CAC and QNT which was approved by the City Council on January 13, 1997; and
WHEREAS, CAC and QNT did not come to terms on a joint project during the negotiation
period which lapsed on August 1, 1997; and
WHEREAS, although the issuance of a new request for proposals would be costly in time
and money, it would avoid any conflict over the issue of whether or not the City should individually
engage in the final stages of the project with one of the two original parties;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to re-issue a request for proposals for the
development of the Historic Seward Railroad Depot located on Lot 1, Waterfront Tracts, 501
Railway Avenue,
Section 2. The city will continue to assume responsibility for winterizing the facility,
Section 3. This resolution shall take effect immediately upon its adoption,
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 25 day
of August, 1997,
