CITY OF SEWARD, ALASKA
RESOLUTION NO. 97-154
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPOINTING DIRECTOR OF FINANCE & ADMINISTRATIVE
SERVICES, RICK GIFFORD, AS ACTING CITY MANAGER BEGINNING
SEPTEMBER 27, 1997 AND ENDING WITH THE APPOINTMENT OF THE
NEW CITY MANAGER
WHEREAS, the City Council has accepted the resignation of City Manager Ronald Garzini
effective September 26, 1997; and
WHEREAS, three applicants have been selected for interviews beginning the week of
September 29; and
WHEREAS, three additional applicants will be interviewed if necessary; and
WHEREAS, even with the aggressive time line set for the interviewing process, there will
be an indefinite period of transition with no city manager in place; and
WHEREAS, Director of Finance & Administrative Services Rick Gifford has served as
Acting City Manager on numerous occasions; and
WHEREAS, a ten percent (10%) salary increase during an acting assignment as outlined in
the Personnel Code is appropriate; and
WHEREAS, a two hundred dollar ($200.00) per month car allowance currently received by
the City Manager should be provided to the Acting City Manager during the interim as it will be
necessary for him to use his vehicle throughout the city on a daily basis; and
WHEREAS, appointing Rick Gifford as Acting City Manager will help make this transition
between city managers a smooth one;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Director of Finance & Administrative Services Rick Gifford is hereby appointed
as Acting City Manager beginning September 27, 1997 and ending with the appointment of the new
City Manager, and providing for a ten percent (10%) salary increase and a two hundred dollar
($200.00) per month car allowance during this period.

Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 22nd
day of September, 1997.
