CITY OF SEWARD, ALASKA
RESOLUTION NO, 97-165
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING A CONTRACT WITH METCO, INC., FOR
INSTALLATION OF WATER AND SEWER LINES TO THE SMALL BOAT
HARBOR LEASE SITES AND APPROPRIATING FUNDS
WHEREAS, on August 28, 1997 the City of Seward issued an invitation to bid on the
installation of sewer and water to the Harbor Boardwalk lease sites; and
WHEREAS, in response to the invitation to bid, one contractor, Metco, Inc., submitted a
bid; and
WHEREAS, the cost of the project is to be borne by the lessees except that the City has
agreed to pay for the installation to Boardwalk Sites #6 and #7, which are occupied by the Chamber
of Commerce and the Lions Club;
WHEREAS, Metco, Inc., originally submitted a base bid for the project of$166,580.00 plus
a unit cost for material to bed the pipe, provide backfill material if needed, and disposal of unsuitable
excavation material, which might add an additional $2,000 to $4,000 to the job cost; and
WHEREAS, the original bid from Metco, Inc. had a total cost of$197,098, and that original
bid was not accepted when on September 22, 1997 the Council defeated Resolution No, 97-158; and
WHEREAS, the City Administration has since negotiated a new contract with Metco, Inc,
for a new total project cost of $137,060; and
WHEREAS, on June 23, 1997 the Council approved Resolution No. 97-095 providing a
budget of $74,468 for the water and sewer line installation for the Harbor Boardwalk lease sites; and
WHEREAS, the Administration recommends an additional $62,592 appropriation, bringing
the total project cost to $137,060; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Additional funds are hereby appropriated to the Harbor Boardwalk Leases
Water/Sewer Lines Capital Project Fund to provide for the additional cost of construction of a sewer
and water line serving the Harbor Boardwalk lease sites.

Section 2. The sum of$62,592 is appropriated from the following revenue accounts to the
following expenditure accounts:

Section 3. The sum of $44,022.15 is hereby appropriated from the Harbor Enterprise Fund,
(FY 98 Budget) Retained Earnings Account No. 401-0000-3050 to Harbor General Buildings
Account No, 401-4360-5920, for the water/sewer line costs associated with Boardwalk Lease sites
#6 and #7 ($26,453.76) and the harbor building sewer connection ($17,568.39).
Section 4. The City Manager is hereby authorized to enter into a contract with Metco me.,
to install a sewer/water line in the harbor at a cost of approximately $89,500.
Section 5. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 13 day
of October, 1997.
