I r r Sponsored by: Gifford CITY OF SEWARD, ALASKA RESOLUTION NO. 97-166 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO NEGOTIATIONS WITH COOK INLET PROCESSING FOR THE PURPOSE OF EXPANDING THE CURRENT LEASE SITE IDENTIFIED IN CITY RECORDS AS LEASE 94-085, PARCELS A AND B WHEREAS, approximately one year ago, Cook Inlet Processing (CIP) was assigned the lease of city land previously held by Inlet Fisheries, dba Inlet Salmon; and WHEREAS, since that time, CIP have upgraded the plant from a fish-buying station to a processing facility; and WHEREAS, the success in developing a new facility to process low-value fish in Seward far exceeded projections, and the economic viability oftheir operation has become apparent; and WHEREAS, to allow further expansion, it is mandatory to increase the lease site and resolve public safety issues as well as operational problems at the plant; and WHEREAS, the proposal submitted by CIP includes leasing the entire dock surface and the existing thirty-foot-wide corridor on the north side of the dock; and WHEREAS, the proposal also includes incorporating portions of Morris Avenue and Sorrel Road in the lease site and fencing the newly leases parcel; and WHEREAS, by fencing the newly leases parcel, the exposure to liability for the City at the 250-ton Travelift dock will be greatly diminished or eliminated; and WHEREAS, the lease agreement should ensure access across the dock for other than CIP vessel users; and WHEREAS, the agreement should require that the lessee fund development of an alternate access to the Travelift, shiplift and existing lease sites; and WHEREAS, the agreement should require that the lessee fund any necessary replatting associated with the requested lease expansion; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: CITY OF SEWARD, ALASKA RESOLUTION NO. 97-166 Section 1. The City Manager is hereby authorized to enter into negotiations with Cook Inlet Processing for the purpose of expanding the current lease site identified in city records as Lease 94- 085, Parcels A and B, which will include ensuring access across the dock for other than CIP vessel users, the lessee funding development of an alternate access to the Travelift, ship lift and existing lease sites and funding any necessary replatting associated with the requested lease expansion. Section 2, This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 13th day of October, 1997.
