CITY OF SEWARD, ALASKA
RESOLUTION NO. 97-170
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO
NEGOTIATIONS WITH KENAI FJORD TOURS, LTD. FOR THE PURPOSE
OF DEVELOPING A FLOATING DOCK COMPLEX AT THE ALASKA
SEALIFE CENTER
WHEREAS, in response to a request by Holland America Line and Princess Cruise Lines,
Tom Tougas of Kenai Fjords Tours, Ltd. (KFT) submitted a proposal to the City to construct a
floating dock structure at the Alaska SeaLife Center (ASe); and
WHEREAS, a tentative concept was agreed to by the city manager, city administration and
Mr. Tougas; and
WHEREAS, this concept was presented to the SAAMS Board and the Port and Commerce
Advisory Board and it received the Boards' unanimous support; and
WHEREAS, for the sake of time, and to enable future proposals in the area, the city
administration is not recommending that the City put the project out for a request for proposals but
rather to consummate an agreement directly with KFT; and
WHEREAS, Mr. Tougas has contacted other day cruiser companies that use the small boat
harbor for their joint participation in the project, and he is quite willing to have any interested party
enter into a cooperative partnership in this project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Council authorizes the City Manager to enter into negotiations with Kenai
Fjord Tours, Ltd. for the purpose of developing a floating dock complex at the Alaska SeaLife
Center.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 6 day
of November, 1997.
