RESOLUTION NO. 97-176
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE ACTING CITY MANAGER TO PAY
METCO, INC. $13,031.26 FOR EQUIPMENT, MANPOWER, AND SER-
VICES RENDERED TO SAVE THE WATERFALL BRIDGE DURING THE
WEEK OF SEPTEMBER 7, 1997 AND APPROPRIATING $13,031 FROM
THE GENERAL FUND FUND BALANCE
WHEREAS, during the week of September 7, 1997 heavy rainfall in the Seward area caused
a heavy run-off from the Lowell Creek Waterfall; and
WHEREAS, the water coming through the tunnel was carrying substantial amounts of rock
which, combined with the hydraulic effects ofthe water, caused damage at the bridge and required
outside contractor assistance to aid the City crews:
WHEREAS, Metco supplied (at different times) a D-9, a D-8, a 907 Backhoe (with
operators), and deliveries of cement to the project; and
WHEREAS, this equipment supplemented the use of the City's D-6; and
WHEREAS, the entire project was done on an "emergency" basis under the provisions of
the City Code, Section 6.10.120, which effectively allows emergency work to be performed above
$10,000 without prior Council approval; and
WHEREAS, the attached bills represent Metco's portion of the response and total
$13,031.26;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City of Seward authorizes the Acting City Manager to pay Metco, Inc.
$13,031.26 for equipment, manpower, and services rendered to save the waterfall bridge during the
week of September 7,1997.
Section 2. The City shall appropriate $13,031 from the General Fund Fund Balance,
Account 101-0000-3050, to the Street Department Maintenance Contract Services, Account 101-
1311-5390.
Section 3, This resolution shall take effect immediately upon its adoption.
