Sponsored by: Gifford CITY OF SEWARD, ALASKA RESOLUTION NO. 97-189 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING PARTICIPATION IN THE STATE'S COMMUNITY BLOCK GRANT PROGRAM IN COOPERATION WITH THE SEWARD LIFE ACTION COUNCIL WHEREAS, notice has been received from the Alaska Department and Regional Affairs that grant funding is available for the 1997 federal fiscal year through the Community Development Block Grant Program ("CDBG"); and WHEREAS, eligible applicants include any municipal government entity defined by Title 29, except the Municipality of Anchorage; and WHEREAS, an eligible applicant may submit a CDBG application in cooperation with a non-municipal entity such as a non-profit corporation organized under AS 10.20, in good standing with the State of Alaska; and WHEREAS, the Seward Life Action Council (SLAC) is a non-profit corporation organized under AS 10.20, in good standing with the State of Alaska; and WHEREAS, SLAC was contacted by the City because they are the local non-profit social service agency in Seward which works with clientele groups which are applicable to this program; and WHEREAS, SLAC has requested the City submit an application in cooperation with them for a grant in an amount up to $200,000 from the Alaska Department of Community and Regional Affairs under the CDBG program; and WHEREAS, the grant money would be spent on the removal of architectural barriers which bar handicapped and elderly persons from accessing public facilities and structures; and WHEREAS, SLAC is in the process of purchasing the SeaView Plaza building, and it is at the Sea View Plaza location that the monies are needed to remove barriers and increase public access; and WHEREAS, a project involving the removal of architectural barriers which bar handicapped and elderly persons from accessing public facilities and structures meets the preliminary eligibility criteria as an activity with an area-wide benefit under the CDBG program's limited clientele category; and CITY OF SEWARD, ALASKA RESOLUTION NO. 97-189 WHEREAS, the City's administrative overhead in conjunction with this project should be moderate because the SLAC has agreed to be responsible for the preparation of the grant application, its oversight, and as much as possible its administration; and WHEREAS, based on the City Administration's view that this project overhead will be moderate and that SLAC is providing a valuable community service, the Administration recommends the City receive a 5% overhead fee for the cost of administration; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. That the City Manager is authorized to participate in the CDBG program and to enter into a Cooperative Agreement with SLAC so the grant application can be sent on behalf of SLAC for the purpose of removing architectural barriers which bar handicapped and elderly persons from accessing public facilities and structures. Section 2. The City of Seward shall receive a five percent (5%) administrative overhead fee for the cost of grant administration. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 8th day of December, 1997.
