CITY OF SEWARD, ALASKA
RESOLUTION NO. 97-192
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUPPORTING A CHANGE TO THE STATEWIDE TRANSPOR-
TATION IMPROVEMENT PLAN MOVING THE START OF THE
MILEPOST 0.0 TO 8 SEWARD illGHW AY TO GROUSE CREEK CANYON
PROJECT TO FEDERAL FISCAL YEAR 1998, AND ENCOURAGING THE
ALASKA DEPARTMENT OF TRANSPORTATION TO COMPLETE TillS
PROJECT IN THE SHORTEST TIME POSSIBLE
WHEREAS, the final stages of the Alaska Department of Transportation and Public
Facilities' Statewide Transportation Improvement Plan (STIP) is nearing completion; and
WHEREAS, the Milepost 0.0 to Milepost 8, the Seward Highway to Grouse Creek Canyon
Project, is a program which warrants special attention; and
WHEREAS, currently the project is scheduled to begin design in Federal Fiscal Year 1999;
and
WHEREAS, this project warrants special attention and should be moved forward to begin
design in Federal Fiscal Year 1998 because of its significant public safety components; and
WHEREAS, a few of the reasons that this project warrants special attention include the
significant legitimate public safety components such as traffic safety, pedestrian safety, and flood
mitigation; and
WHEREAS, there is continued strong public support for this project; and
WHEREAS, the City Council encourages the Alaska Department of Transportation to
complete this project in the shortest time possible;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Seward City Council supports a change to the Statewide Transportation
Improvement Plan moving the start of the Milepost 0.0 to 8 Seward Highway to Grouse Creek
Canyon Project to Federal Fiscal Year 1998 and encouraging the Alaska Department of Transporta-
tion and Public Facilities to seek to find other ways to complete this project in the shortest time
frame possible.

Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 8th day
of December, 1997.
