CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-067
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, ACCEPTING A SETTLEMENT OFFER
AND AUTHORIZING A CONTRACT FOR REPAIR OF SMOKE DAMAGE
IN THE SENIOR CENTER WITHOUT FULL UTILIZATION OF
CITY BID PROCEDURES
WHEREAS, the Alaska Municipal League Joint Insurance Associa-
tion (AML/JIA) has hired Northern Adjusters to adjust the city's
claim for repair of smoke damage in the Senior/community Center;
and
WHEREAS, the Northern Adjusters agent has contacted two
contractors specializing in repair of smoke damage; and
WHEREAS, Pacific General has provided a proposal to repair the
damage for a total cost of $38,498.54; and
WHEREAS, Northern Adjusters has offered to settlement
totalling $38,498.54, less the city's $5,000 deductible, for a
total cash settlement to the city of $33,498.54; and
WHEREAS, some cleanup of the building has been completed, and
the actual final contract cost should be somewhat less than what
was quoted by Pacific General; and
WHEREAS, it is in the public interest to proceed with the
remainder of the cleanup without further delay; and
WHEREAS, the cost of bidding this cleanup work would outweigh
any potential savings such a public bid might provide; and
WHEREAS, repairing smoke damage requires the services of
personnel who have received specialized training and proper
equipment, and such a service is not available locally; and
WHEREAS, both contractors contacted by Northern Adjusters are
qualified to perform this work;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The city of Seward hereby accepts the $33,498.54
cash settlement offered by the AML/JIA for repair of smoke damage
to the Senior Center.

section 2. The city council finds it in the public interest
to authorize the city manager to negotiate a contract with either
Pacific General or Alaska statewide in an amount not to exceed
$38,498.54 to complete the repair of smoke damage in the senior
Center.
section 3. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the city Council of the city of Seward,
Alaska, this 28th day of May, 1991.
