CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-071
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, APPROVING A PROFESSIONAL SERVICES
AGREEMENT WITH PERATROVICH NOTTINGHAM & DRAGE FOR
MODELING AND TESTING OF A PERMEABLE WAVE BARRIER
WHEREAS, the city of Seward appropriated $25,000 for the
purpose of testing a permeable wave barrier proposed for use in the
Seward Small Boat Harbor expansion project; and
WHEREAS, the City Council authorized the city Manager to sign
a TORA with the Department of Transportation and Public Facilities
accepting $10,000 for testing of a permeable wave barrier; and
WHEREAS, peratrovich Nottingham & Drage, Inc., a professional
engineering firm, has been awarded a matching grant from the Alaska
Science and Technology Foundation to perform testing of a permeable
wave barrier; and
WHEREAS, Title 6 of the Seward City Code excludes professional
engineering contracts from competitive bidding regulations;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Seward, Alaska, that:
Section 1. It is in the public interest to waive competitive
bidding requirements of the Seward City Code for modeling and
testing of a permeable wave barrier.
Section 2. The city Manager is hereby authorized to sign an
agreement with PN&D, Inc., to provide professional services to
model and test the permeable wave barrier for a cost not to exceed
$35,000, consisting of $25,000 of city funds and $10,000 provided
by the state of Alaska through a TORA between the city and the
Department of Transportation and Public Facilities.
Section 3. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 10th day of June, 1991.
