CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-080
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING IMPROVEMENTS TO GOVERNMENT
ROAD AND DAIRY HILL AND APPROPRIATING FUNDS
WHEREAS, the city council approved Resolution No. 91-037,
authorizing the City Manager to authorize Summit Paving & Construc-
tion to proceed with improvements to Government Road and Dairy Hill
Lane, bid schedules E and F, subject to funding and Council
approval; and
WHEREAS, the in-water portion of the work on Dairy Hill Lane
must be completed before July 15, 1991, to be in compliance with a
Corps of Engineers permit; and
WHEREAS, The City's proposed Dairy Hill sewer project remains
on the State list for funding by a low cost loan, subject to the
Governor's action and DEC review; and
WHEREAS, contingent upon state funding, the City may form a
sewer improvement assessment district or develop other means to
repay the state loan and start work as early as 1992; and
WHEREAS, a new sewer main would be located under a portion of
Government Road causing removal of pavement if placed this season;
and
WHEREAS, it is anticipated that approximately $50,000 will
remain in the project fund after final payment for currently
authorized work, and additional funds are available in the Interest
Revenue earned from the Street Improvements Bonds; and
WHEREAS, the estimated cost of completing both Dairy Hill Lane
and Government Road, omitting the paving where a new sewer main may
be located, is $100,850.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The city Manager is hereby authorized to appropri-
ate the sum of Fifty Thousand Dollars, ($50,000) from Interest
Revenue Account No. 101-0000-4610-0010 to Special project Fund No.
203-2030.
Section 2. The city Manager is further authorized to issue a
notice to proceed to Summit Paving and Construction to construct
Government Road and Dairy Hill Lane, omitting pavement on Govern-
ment Road where a sewer main may be installed, for an estimated

cost of One Hundred Thousand Eight Hundred and Fifty Dollars,
($100,850) .
Section 3. The City Manager will retain Twenty Thousand
Dollars ($20,000) in the Special Project Fund for future paving on
Government Road.
Section 4. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 24th day of June, 1991.
