CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-091
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING A PROFESSIONAL
SERVICES AGREEMENT WITH GARZINI ASSOCIATES OF
ALASKA FOR FUTURE EXPANSION OF THE PRISON
WHEREAS, for the past two years, the city has been monitoring
the potential for expansion of the Spring Creek Correctional
Center: and
WHEREAS, in 1990, the city submitted a proposal to the
Department of Corrections outlining the part the city could play in
assisting the state in financing the expansion of the prison: and
WHEREAS, Governor Cowper subsequently vetoed the Commis-
sioner's request that the state move forward with this project: and
WHEREAS, Department of Corrections has received an appropria-
tion of approximately $500,000 to study population management
within its facilities, and much of the study is likely to be
focused on Seward, wildwood and Palmer: and
WHEREAS, the city has received a proposal from former City
Manager Ronald A. Garzini offering his services to assist the city
in protecting the existing prison facility and ensuring that Spring
Creek will be the site of any future maximum security expansion
within the state: and
WHEREAS, Garzini's proposal also includes a proposal that he
assist the city in enhancing its reputation with the Department of
Corrections as a community capable of accommodating correctional
workers with housing and other community services and programs:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The city manager is hereby authorized to execute
a professional services agreement with Garzini and Associates of
Alaska in an amount not to exceed $15,000 to provide assistance to
the city in issues relating to future state prison expansion.
Section 3. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 22nd day of July, 1991.
