CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-099
OF
TO
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
SEWARD, ALASKA, AWARDING A CONTRACT TO DEVELOP A PLAN
REMOVE AND DISPOSE OF SLUDGE FROM LOWELL POINT SEWAGE
TREATMENT PLANT AND APPROPRIATING FUNDS
WHEREAS, the U. S. Environmental Protection Agency requires a
plan to remove and dispose of sludge from a sewage treatment plant;
and
WHEREAS, no sludge has been removed from the lagoon since it
started operation in 1980; and
WHEREAS, additional debris may have been introduced into the
lagoon in October, 1986; and
WHEREAS, in January, 1991, American North, Inc., submitted the
lease costly proposal to develop a plan to remove and dispose of
sludge in response to a properly publicly advertised request for
proposals, and the Council subsequently authorized delaying award
of a contract pending advice of requirements from EPA; and
WHEREAS, it is now necessary to remove and dispose of sludge,
and additional professional service may be required while repairing
the pipe;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to award a
professional services contract to American North, Inc., to develop
a plan to remove and dispose of sludge from the Lowell Point Sewage
Treatment Plant for an estimated cost of $23,650.00.
Section 2. The City Manager is further authorized to
establish a project contingency fund of $4,000.00 for additional
professional services which may be required of the contractor.
Section 3. The City Manager is authorized to appropriate the
sum of $20,000.00 from the Sewer Department Capital Budget Account
No. 701-7900-5930 and the sum of $7,650.00 from the Fund Balance
Account No. 701-0000-3070, for a total appropriation of $27,650.00
to the Seward Treatment Contract Services Account No. 701-7800-
5390.
Section 4. This resolution shall take effect immediately upon
its adoption.
