CITY OF SEWARD, ALASKA
RESOLUTION NO. 91-121
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROPRIATING FUNDS AND
AWARDING A CONTRACT FOR LANDFILL ROAD RELOCATION
WHEREAS, the Kenai Peninsula Borough landfill and transfer
site is accessible only by the Jap Creek Landfill Access Road; and
WHEREAS, the borough has an on-going project to construct a
transfer site to include water, sewer, electrical and road
improvements; and
WHEREAS, a portion of the landfill access road is located on
Lots AT and AU, owned by Ai Schafer, and Mr. Schafer has requested
that the road be relocated off his property; and
WHEREAS, the Kenai peninsula Borough has permits, easements or
other proper long term authority to construct and maintain a public
road and utilities on property owned by the University of Alaska
and the borough; and
WHEREAS, sealed price quotations for road relocation were
requested from METCO, Inc., and Afognak Logging without utilization
of regular city bid procedures or public advertisement; and
WHEREAS, METCO, Inc., submitted the low bid of $11,055; and
WHEREAS, funds were not budgeted for this project; and
WHEREAS, the Kenai peninsula Borough has agreed to share the
cost of the project by funding one-half the cost of the contract,
providing filter fabric and providing construction supervision;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It is in the public interest to waive competitive
bid procedures as outlined in Title 6 of the Seward City Code for
relocation of the landfill access road.
Section 2. The sum of $5,527.50 is hereby appropriated from
the General Fund Fund Balance to increase the Street Department
Expense Account No. 101-1311-5390 for relocation of the Jap Creek
Landfill Access Road.

Section 3.
Kenai peninsula
Expense Account
The sum of $5,527.50 is hereby accepted from the
Borough and appropriated to the Street Department
No. 101-1311-5390.
Section 4. The City Manager is authorized to award a contract
to METCO, Inc., in an amount not to exceed $11,055.00, for
construction of the Jap Creek Landfill Access Road.
Section 5. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 23rd day of September, 1991.
