RESOLUTION NO. 96-130
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROPRIATING FUNDS AND
AUTHORIZING PAYMENT FOR REPAIR OF STORM
DAMAGE TO ELECTRICAL LINES AND FACILITIES
WHEREAS, on September 17 and again on September 24 the City and the surrounding area
experienced violent windstorms resulting in loss of the electrical transmission line providing bulk
power from Chugach and severe damage to the City Utility's facilities; and
WHEREAS, although the damage from the first storm was limited to a relatively small area
which allowed the problem to be isolated, generators brought on line, and service restored to most
customers within about two hours, the necessary response to the damage exceeded the available
electric crew manpower; and
WHEREAS, the City requested and received assistance from Newbery Alaska, Inc., a
general contractor with immediate crew and equipment availability, and repairs were completed in
two days; and
WHEREAS, during the September 24 storm, approximately 18 trees fell on the transmission
line in the Victor Creek area resulting in loss of power from Chugach and once again requiring the
use of the City's generators; and
WHEREAS, as a result of this storm damage, Victor Creek customers were without
electrical service for approximately 24 hours while temporary facilities were constructed; and
WHEREAS, once again, the damages exceeded the City's response capabilities, and
Newbery Alaska agreed to assist the City in responding to the damage to the Utility's facilities; and
WHEREAS, because ofthe need for immediate response to the loss of power, it was not in
the public interest to request competitive bids to provide assistance in repairing the storm damage;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to issue payment in the amount of$6l,380.69
to Newbery Alaska, Inc., for services rendered to repair electrical facilities damaged in two separate
storms in September 1996.

Section 2. The sum of$61,380.69 is hereby appropriated from the Electric Enterprise Fund
Balance Account No. 501-0000-3050 to the Electric Fund General Appropriations Budget, Contract
Services Account No. 501-5400-5390.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 4th day
of October, 1996.
