RESOLUTION NO. 98-005
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING A CONTRACT WITH LOCHER INTERESTS, LTD.
FOR $34,955 FOR THE MANAGEMENT OF THE DEMOLITION OF THE
OLD SEWARD HOSPITAL
WHEREAS, in the fall of 1997, the City of Seward advertised for and received bids for
demolition of the old Hospital Building; and
WHEREAS, bids were opened on October 27, 1997 from five bidders; and
WHEREAS, although the actual demolition ofthe building is not a very complex operation,
the materials in the building which need special handling include Asbestos, Lead, and PCB's; and
WHEREAS, a review process of all bids, with particular emphasis on the "Work Plan", was
completed which included an evaluation by the Department of Environmental Conservation; and
WHEREAS, due to the unanticipated complexity of the project, the administration initiated
a search for a firm to provide Project Management Services for the demolition; and
WHEREAS, a proposal was obtained from Locher Interests, Ltd.; and
WHEREAS, Locher Interests, Ltd. would assist in preparing a final contract for execution
and be responsible for monitoring the contractor activities during the demolition process to ensure
the work is done properly, the material is disposed of according to current laws and regulations, and
the City of Seward is protected from major contract increases; and
WHEREAS, Locher Interests, Ltd. Project Management Services fee is $34,995.00;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council authorizes the Acting City Manager to enter into a contract with
Locher Interests, Ltd. for Project Management Services for the demolition of the old Seward
Hospital Building for an amount not-to-exceed $34,955.
Section 2. Funding is hereby appropriated from the Hospital Demolition, Utilities
Relocation account, account 311-311 0-5190.
Section 3. This resolution shall take effect immediately upon its adoption.
