RESOLUTION NO. 98-013
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AMENDING THE CITY COUNCIL RULES OF PROCEDURE TO
AMEND RULE 26, ORDER OF BUSINESS AND RULE 27, ADDRESSING
THE COUNCIL BY THE PUBLIC TO ALLOW CITIZEN'S COMMENTS ON
ITEMS NOT APPEARING ON THE AGENDA
WHEREAS, there is a desire by the City Council to allow citizens a reasonable opportunity
to be heard while still giving the City the ability to conduct productive meetings and to complete its
work in an orderly fashion; and
WHEREAS, at the February 9th City Council meeting the Council approved a motion which
would allow for Citizens' Comments for items other than those appearing on the agenda to be stated
near the beginning of a City Council meeting; and
WHEREAS, SCC Section 2.10.055, Agenda, states that the order of business for the regular
meetings of the City Council shall be set by resolution of the council and incorporated into the
Council's adopted Rules of Procedure; and
WHEREAS, the Council wishes to amend Rule 26(a)(5) of the Rules of Procedure to
generally appear as follows (additions to the rules are underlined):
5. CITIZENS' COMMENTS ON AGENDA ITEMS NOT SCHEDULED FOR
PUBLIC HEARING AND ITEMS NOT ON THIS AGENDA
A. Agenda items not scheduled for public hearing

WHEREAS, Rule 26 is further amended by adding Items 13. Council and Administration
Response to Citizens' Comments, and Item 14. Adjournment, to the Order of Business; and
WHEREAS, the Council also wishes to amend Rule 27(c)(1) to now generally appear as
follows:
(c)(1) Citizens' comments. The clerk shall make available sign-in sheets on which persons
desiring to speak during this time may indicate their desire to do so. All presentations under this

agenda item shall be limited to two minutes per person and shall also be limited to a total time of not
more than thirty minutes. Comments shall be taken as follows:

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council amends Rule 26(a)(5) of the Rules of Procedure to read as
follows:
5. CITIZENS' COMMENTS ON AGENDA ITEMS NOT SCHEDULED FOR
PUBLIC HEARING AND ITEMS NOT ON THIS AGENDA
A. Agenda items not scheduled for public hearing
B. Items other than those appearing on the agenda
Section 2. The City Council further amends Rule 26 by adding the following:
13. COUNCIL AND ADMINISTRATION RESPONSE TO CITIZENS'
COMMENTS
14. ADJOURNMENT
Section 3. The City Council amends Rule 27(c)(I) to read as follows:
(c)(I) Citizens' comments.....Comments shall be taken as follows:.
(a) Agenda items not scheduled for public hearing; and
(b) Items other than those appearing on the agenda.
Section 4. This resolution shall take effect immediately upon its adoption.
