RESOLUTION 2006-47
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING THE PURCHASE OF TWO ONE TON PICKUPS
FROM LITHIA DODGE OF SOUTH ANCHORAGE IN ANCHORAGE,
ALASKA IN THE AMOUNT OF $79,118.00
WHEREAS, the Seward Fire Department responds to a variety of emergencies in the
community, requiring dependable and properly equipped response vehicles; and
WHEREAS, the vehicles currently being used for Command & Support are twelve years old
(1994 Chevrolet 0/4 ton pickup trucks), and the City mechanics have stated the vehicles are no longer
economically feasible to maintain; and
WHEREAS, in recent years the Seward Fire Department has obtained equipment for rescue
and other duties that require a higher towing and carrying capacity than the current vehicles can
meet; and
WHEREAS, the Seward Fire Department has sufficient funds in the Motor Pool Fund to
purchase these vehicles, with funding authorized in the amount of $80,000 in the 2006 budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. Competitive procurement procedures for the purchase of the vehicles described
above have followed the procedures outlined in Seward City Code 6.10. Article 3, with proposals
received from dealers throughout the Kenai Peninsula, Wasilla, Fairbanks and Anchorage area;
providing specifications and price quotes for ten vehicles. Lithia Dodgc of South Anchorage
provided the best value while meeting the specifications of the Fire Department for current and
anticipated future needs and staying within our budget.
Section 2. The City Manager is hereby authorized to purchase two 2006 one ton Dodge Mega
cab trucks from Lithia Dodge.
Section 3. Funding in the amount of $79, 1 18.00 is available in the Motor Pool equipment
account 102-1020-5930.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 8th day of
May, 2006.

Agenda Item: Purchase of Two one (1) Ton Pick Up Trucks from Lithia Dodge of South
Anchorage
BACKGROUND & JUSTIFICATION:
In the 2006 budget process, Council approved replacing the current command/support vehicles for
the Fire Department. The current command rigs are 1994 Chevy ¾ ton extended cab pickup trucks
and have logged over 90,000 miles on each vehicle. Funding in the amount of $80,000 was
appropriated for these vehicles.
In 2005 the Seward Fire Department became responsible for the Decontamination Trailer for the
Eastern Zone of the Kenai Peninsula and we received our 30 foot fire/ rescue boat. The Fire
Department must be able to transport both these vehicles within our service area as well throughout
the Borough at a moments notice. Because of these vehicles weight, the current command vehicles
cannot tow either of these pieces of emergency equipment.
The command vehicles are used by the Fire Chief and Deputy Fire Chief on a daily basis and are the
vehicles used by the on-call fire officer to respond to emergency calls. The volunteer fire fighters also
use these vehicles when they perform official duties and when they travel for training throughout the
State. The Fire Department created specifications for the replacement vehicles and we had the City
Shop review and modify these specifications where necessary.
The Seward Fire Department put out an RFP for the two trucks in March. Competitive procurement
procedures for the purchase of the vehicles have been followed per purchasing code 6.10. Article 3.
Proposals were received from six vehicle dealers offering ten vehicles. Each proposal (vehicle) was
scored using the evaluation sheet developed in house. The attached spreadsheet shows the ranking of
each proposed vehicle, any comments, delivery time, and price.
The proposal from Lithia Dodge of South Anchorage for the 2006 Dodge Ram 3500 Mega Cab has
met the specifications of the Department, those of the mechanics, allows for future equipment to be
installed and is within the budget given to Council during the 2006 budget process.

5930.
