CITY OF SEWARD, ALASKA
RESOLUTION 2006-56
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA ENCOURAGING THE ALASKA LEGISLATURE AND THE
GOVERNOR TO DECLARE CHILDREN "ALASKA'S TOP PRIORITY"
WHEREAS, Alaska is a young state with a growing population of children and youth; and
WHEREAS, the safety, health, education and future of our children require the contribution
of all Alaskans and the communities in which they live; and
WHEREAS, the decisions that Alaskans make today to ensure the safety, health, education
and future of the next generation of our residents will pay many dividends to the social and economic
well-being of our state; and
WHEREAS, the future leaders of Alaska are being groomed in the schools, playgrounds,
houses of worship, workplaces and community centers of our state today; and
WHEREAS, the City of Seward calls upon our local and state leaders to join in declaring
children "Alaska's Top Priority" and taking decisive action to reflect this priority in the programs
and policies under our control; and
WHEREAS, a declaration of this kind by the state would lend support to prevention and
protective services, for all education needs and for a long-range fiscal plan for state government
servIces.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City of Seward City Council encourages the Alaska Legislature and the
Governor to declare children the top priority of the state.
Section 2. This resolution shall take affect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 8th day of May,
2006.

Agenda Item: Encouraging the Alaska Legislature and Governor to declare children
“Alaska’s Top Priority”
BACKGROUND & JUSTIFICATION:
At the April 24, 2006 regular city council meeting, council directed staff to produce a resolution in
support of declaring children Alaska’s top priority. The City of Seward recognizes the importance of
the education, safety, health and future of Alaska’s children.
Together with other school boards, school districts, municipalities and boroughs, the city hopes to
join forces and urge the State of Alaska to place Alaska’s children higher on their priority list.
INTENT: To encourage the State of Alaska Legislature and Governor to declare children as
“Alaska’s Top Priority.”
CONSISTENCY CHECKLIST: Where applicable, this agenda statement is consistent with the
Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council
Rules of Procedures.
