RESOLUTION 2006-65
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD
,
ALASKA, APPROVING REPAIRS TO THE SEWARD JAIL FIRE ALARM
IN AN AMOUNT NOT TO EXCEED $12,453
WHEREAS, the fire alarm panel in the jail experienced a complete failure requiring
immediate repairs; and
WHEREAS, both State law and local fire code requires that the jail fire alarm panel be
operable and our State Jail contract requires the building to be in lawful compliance; and
WHEREAS, the jail would have had to be shut down if the panel was not immediately
repaired; and
WHEREAS, the City of Seward initially authorized Simplex Grinnell to conduct emergency
repairs to the fire panel at a cost of$7,910.00; and
WHEREAS, replacement parts are no longer available for the obsolete fire alarm panel and
the devices on the old panel are not interchangeable with the new panel, resulting in a change order
to ensure compatibility; and
WHEREAS, a change order was also issued to modify the kitchen and day room as there was
no supervised control in these areas, and these additions brought the total project cost above $10,000,
necessitating Council approval; and
WHEREAS, The new panel will allow the City to comply with mandatory upgrades to the
system, and will result in future cost savings when the entire City Hall Building is brought into
compliance; and
WHEREAS, when complete, the new panel in the jail will be monitored 24/7 by the City's
Correctional staff.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to approve payment to SimplexGrinnel in
the amount of$12,453.00, using funds available from account no. 101-1350-5920.
Section 2. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 22nd day of
May, 2006.

Agenda Item: Approve payment to SimplexGrinnel
BACKGROUND & JUSTIFICATION:
The fire alarm panel in the jail experienced a failure which would require the jail to be closed due to
contract stipulations that the building be in lawful compliance with State Law and Local Fire Code.
The City of Seward authorized SimplexGrinnell to repair the fire panel at a cost of $7,910.00, under
the $10,000 required for City Council approval. No parts were available for the existing panel, so a
new panel was installed. Subsequent change orders were required due to incompatibility of devices
with the old system and to add the kitchen and day room to the panel, bringing the total cost of the
repairs to $12,453.
The new panel will allow compliance with mandatory upgrades to the system which will result in cost
savings to the City when the entire City Hall Building is brought into compliance.
