CITY OF SEWARD, ALASKA
RESOLUTION NO. 99-01
A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION
COMMISSION RECOMMENDING THAT THE CITY COUNCIL PLACE
THE RAY BUILDING (HARRIMAN BANK BUILDING) ON THE SEWARD
REGISTER OF HISTORIC PLACES
WHEREAS, City Council Ordinance No. 95-10, established the Seward Register of Historic
Places in order to provide public recognition of local cultural resources significant in Seward's
history and worthy of preservation; and
WHEREAS, an application to place the Ray Building (Harriman Bank Building) on the
Seward Register of Historic Places has been prepared for review and recommendation to the City
Council; and
WHEREAS, construction ofthe Harriman Bank Building on Lots 21-24, Block 17, Original
Townsite of Seward began in April 1916, and the building was occupied that winter; and
WHEREAS, from 1916 to 1922 the building served a significant role in the social, economic
and real estate development of Seward as a bank; and
WHEREAS, between 1924 and 1928 the building served an important educational role in
the community as Seward's first high school; and
WHEREAS, L.V. Ray, a prominent politician who had served as mayor of Seward, and
president of the first territorial legislature, purchased the building in 1939 for a private residence and
office; and
WHEREAS, the Ray Building (Harriman Bank Building) is historically significant for its
association with the Seward's early development.
NOW, THEREFORE, BE IT RESOL YED by the Seward Historic Preservation Commission, that:
Section 1. The Ray Building (Harriman Bank Building) is eligible for placement on the
Seward Register of Historic Places as a property associated with historic events or persons of local
and state significance.
Section 2. It is hereby recommended that the City Council place the Ray Building
(Harriman Bank Building) on the Seward Register of Historic Places.
Section 3. This resolution shall take effect immediately upon its adoption.
