HomeMy WebLinkAboutRes1998-026 I I I Sponsored by: Gifford CITY OF SEWARD, ALASKA RESOLUTION NO. 98-026 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO PROCEED WITH THE SMALL BOAT HARBOR BOARDWALK PROJECT BY AWARDING THE PILE-DRIVING CONTRACT TO STORM CHASERS IN A NOT TO EXCEED AMOUNT OF $60,000 AND BID THE REMAINDER OF THE HARBOR BOARDWALK PROJECT WHEREAS, the Small Boat Harbor Boardwalk between "B" and "D" floats in the Harbor has been removed to allow construction of the new buildings along the waterfront as part of an agreement reached last year between Lessee's and the City of Seward; and WHEREAS, the total construction project related to the new lease sites includes installation of sewer, water, and electricity along the West side of these sites, and the construction of a new boardwalk along the East side of the sites; and WHEREAS, there is now a need to construct a new boardwalk which will tie all of these new lease sites together; and WHEREAS, the engineer, Peratrovich, Nottingham & Drage, Inc., has an estimated price for the boardwalk of approximately $103,100 plus a 10% contingency of $10,000 and a 10% administrative fee for a total of$123,100; and WHEREAS, the City Council has determined that the public interest would be best served by not requiring competitive bids/proposals and makes the following findings: 1) There is a local company on site and now available to drive the 38-8 inch pilings required. 2) The only other company in Seward that could do this work, is not interested in bidding this project because of equipment unavailability. 3) Bidding this project would add approximately three weeks to the construction time and would not result in any cost savings. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council hereby approves Resolution No. 98-026, authorizing the City Manager to proceed by awarding a pile-driving contract to Storm Chasers in a not to exceed amount of $60,000 and bid the remainder ofthe boardwalk project, and if unable to obtain a proposer on the project, the City Manager is authorized to proceed to complete the project with the use of city employees. CITY OF SEWARD, ALASKA RESOLUTION NO. 98-026 Section 2. Funding is authorized to be provided by the transfer of$123,100 from account 401-0000-3050 to the Harbor Boardwalk Loan Fund, account 703-7031-5440. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 23rd day of March, 1998.
