CITY OF SEWARD, ALASKA
RESOLUTION NO. 98-033
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH WINCE-CORTHELL-BRYSON CONSULTING
ENGINEERS WITHOUT THE FULL UTILIZATION OF CITY BID
PROCEDURES TO DESIGN A NEW WELL-HOUSE FOR WELL NUMBER
SIX FOR AN AMOUNT NOT TO EXCEED $24,525
WHEREAS, the City of Seward Engineering Department has previously identified the need
for an additional well for the City of Seward water system; and
WHEREAS, a location for the new well has been selected and preliminary electrical and
clearing work has been completed; and
WHEREAS, there is now a need to have an engineered designed well-house prior to the
issuance of a request for proposal to complete the project; and
WHEREAS, consulting engineers Wince-Corthell-Bryson have quoted the City of Seward
a price to provide a completely designed well-house, including Alaska Department of Environmental
Conservation approval, for a price of $24,525; and
WHEREAS, Wince-Corthel-Bryson has done several projects for the City of Seward relating
to the water and sewer area; and
WHEREAS, the design of a well-house is a "Professional Service"; and
WHEREAS, professional services are exempt from the competitive bidding process under
Seward City Code 6.l0.120(A)(8); and
WHEREAS, to competitively bid this contract would only add additional cost and delay to
the project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council approves Resolution 98-033, authorizing the City Manager to
enter into a contract with Wince-Corthell-Bryson Consulting Engineers to design a new well-house
for Well Number Six for an amount not to exceed $24,525,

Section 2. Funding for this project shall be from the Water and Sewer Retained Earnings
Account 701-0000-3050.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 13th
day of April, 1998.
