RESOLUTION NO. 98-037
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ESTABLISHING A TWO HOUR PARKING TIME LIMIT ON
FOURTH AVENUE BETWEEN RAILWAY AVENUE AND JEFFERSON
STREET, ON FIFTH AVENUE BETWEEN RAILWAY AND ADAMS
STREET, AND BETWEEN THIRD AVENUE AND FIFTH AVENUE FROM
8:00 A.M. - 5:00 P.M. FROM MAY 1 TO SEPTEMBER 1 AND ALLOWING
FOR A RESIDENT PERMIT
WHEREAS, the City Administration has strongly encouraged the Downtown Business
Association (DBA) to arrange for off-street parking; and
WHEREAS, a public street parking limit can be implemented by resolution by the City
Council in accordance with City Code Sl1.l5.92; and
WHEREAS, the opening of the Alaska SeaLife Center (ASC) will undoubtedly cause a
tremendous increase in traffic and parking issues in the downtown area; and
WHEREAS, the ASC will have paid parking in their lot and this increases the potential for
ASC patrons to park on the downtown public street; and
WHEREAS, even without the opening of the ASC there is a growing parking problem in
the downtown area; and
WHEREAS, the DBA, the City Administration, and other interested parties have worked
together to develop the following plan:

A time limit oftwo hours
The affected streets are:
Fourth Avenue between Railway and Jefferson
Fifth Avenue between Railway and Adams
Washington and Adams between Third and Fifth
The time period is from May 1 to September 1 from 8:00 a.m. to 5:00 p.m,
The Sunday time limit will begin at 12:00 p.m. so it will not interfere with
church activities
A resident permit will be made available for residents living in the affected
areas. The resident permit will be issued to the landowner/landlord for each
tenant who has a vehicle. The permit would be issued for the vehicle. The
resident permit will only be available if the tenant did not already have an

off-street parking space provided. The resident permit is no guarantee of an
on-street parking space.
6. Some number of 15 minute delivery/pick-up parking spots will be made
available.
WHEREAS, establishing parking time limits is a proactive and positive step in dealing with
parking problems;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council hereby approves Resolution 98-037, establishing a two-hour
parking time limit on Fourth Avenue between Railway Avenue and Jefferson Street, on Fifth Avenue
between Railway and Adams, and between Third Avenue and Fifth Avenue on Washington Street
and Adams Street from 8:00 a.m. - 5:00 p.m. from May 1 to September 1 and allowing for a resident
permit.
Section 2. The time period is from May 1 to September 1 from 8:00 a.m. to 5:00 p.m.
Section 3. The Sunday time limit will begin at noon.
Section 4. A resident permit will be made available for residents living in the affected areas.
The resident or tenant permit will be issued to the landowner/landlord for each tenant who has a
vehicle. The permit would be issued for the vehicle. The resident permit will only be available if
the tenant did not already have an off-street parking space provided. The resident permit is no
guarantee of an on-street parking space. A resident or tenant is defined as one occupying a room or
apartment for not less than 30 days.
Section 5. Some number of 15 minute delivery/pick-up parking spots will be made available.
Section 6. This resolution shall take effect fifteen (15) days after its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this lIth
day of May, 1998.
