CITY OF SEWARD, ALASKA
RESOLUTION NO. 98-051
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH URESCO CONSTRUCTION MATERIALS INC.,
WITHOUT UTILIZING FULL BID PROCEDURES, FOR MATERIALS
NEEDED FOR THE SMALL BOAT HARBOR BOARDWALK CONSTRUC-
TION
WHEREAS, the Seward Small Boat Harbor Boardwalk Project requires the purchase of
materials only; and
WHEREAS, this project will be accomplished using harbor labor; and
WHEREAS, the dimensions and quantity of materials are such that the order would most
likely have to come from outside of Alaska; and
WHEREAS, the longer the project takes to complete, the more time increasing numbers of
people will be around a heavy construction site; and
WHEREAS, it would take time to gather formal bids, which would delay the completion
of a project that has serious safety considerations; and
WHEREAS, the City Council makes the following findings, in accordance with Seward City
Code 6.10.130, that competitive bid proposals are not in the public interest:
1. Delays in this project would cause the construction to take place in the vicinity of
increasing numbers of people, and this is an increased safety risk; and
2. The materials can be procured at a lower cost to the City without competitive bids:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council hereby approves Resolution No. 98-051, authorizing the City
Manager to enter into a contract with Uresco Construction Materials, Inc., for materials needed for
the Small Boat Harbor Boardwalk construction without full utilization of City bid procedures.
Section 2. Funds for this project are to be expended from Account 703-7031-5440, Harbor
Boardwalk Loan Fund.

Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 27th
day of April, 1998.
