CITY OF SEWARD, ALASKA
RESOLUTION NO. 98-052
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT, WITHOUT UTILIZING FULL BID PROCEDURES, WITH
SERVICE ELECTRIC, INC., FOR THE SMALL BOAT HARBOR ELECTRI-
CAL UPGRADE
WHEREAS, the Small Boat Harbor electrical upgrade has been a project in transition, and
the full scope was not defined until recently; and
WHEREAS, the amount of work, resources available to allocate, design, power requirements
and infrastructure layout depended on some last minute issues, including the exact location and
completion of water and sewer upgrades and new construction power requirements; and
WHEREAS, to delay the electrical upgrade by using the formal bid process will cause undue
adverse impacts on the customers; and
WHEREAS, one of the two local contractors will almost assuredly be the preferred bidder
in a formal bid process; and
WHEREAS, it would take time to gather formal bids, which would delay the completion
of the project and increase the cost of the project; and
WHEREAS, the City Council makes the following findings, in accordance with Seward City
Code 6.10.130, that competitive bid proposals are not in the public interest:
1. One of the two local contractors will almost assuredly be the preferred bidder in a
formal bid process
2. A formal bid process would delay completion ofthis project and increase the cost of
this proj ect:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council hereby approves Resolution No. 98-052, authorizing the City
Manager to enter into a contract, without full utilization of City bid procedures, with Service
Electric, Inc., for the Small Boat Harbor electrical upgrade.
Section 2. Funds for this project are to come from Account 302-3020-5390, Harbor
Electrical Upgrade.

Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 27th
day of April, 1998.
