CITY OF SEWARD, ALASKA
RESOLUTION NO. 98-059
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
TWO YEAR CONTRACT WITH ALASKA FINANCIAL SERVICES, INC.
TO PROVIDE THIRD PARTY COLLECTION AGENCY SERVICES
WHEREAS, the Administration is interested in engaging a third-party collection agency to
assist in the collection of delinquent accounts; and
WHEREAS, the Finance Department has conducted an informal survey of local
governments to examine the use of third-party collection agencies in pursuing delinquent customer
accounts; and
WHEREAS, the Administration will continue to vigorously pursue collections in-house and
will tum accounts over to the collection agency only when it has exhausted other collection avenues;
and
WHEREAS, Seward City Code 6.10.120(8) states that professional services are exempt from
the formal bid process; and
WHEREAS, in order to ensure the timely collection of past due accounts the Administration
would like to enter into a two-year agreement with Alaska Financial Services, Inc. (AFS) for the
provision of collection agency services; and
WHEREAS, AFS has submitted a proposal to provide collection services on a sliding
commission which reflects the same rate charged to other municipal clients;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council hereby approves Resolution No. 98-059, authorizing the City
Manager to enter into a two year contract with Alaska Financial Services, Inc. for the provision of
third-party collection agency services.
Section 2. The commission for the collection of accounts is as follows: 40% on accounts
with principal balances $0 to $500; 35% from $501 to $1,000; 30% from $1,001 to $5000; and 25%
for balances over $5,001.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 26th
day of May, 1998.
