RESOLUTION 2006-74
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH TRYCK NYMAN HAYES, INC. TO PROVIDE
ENGINEERING AND DESIGN SERVICES FOR THE I & T DOCKS AND
THE TRAVEL LIFT/BULKHEAD IN THE SMALL BOAT HARBOR FOR
AN AMOUNT NOT TO EXCEED $130,000.00, AND APPROPRIATING
FUNDS
WHEREAS, in a final report dated December 22,2005, Tryck Nyman Hayes, Inc. provided
the City of Seward the results of its inspection and recommendations for renovating the I & T docks
and the travellifubulkhead in the Small Boat Harbor; and
WHEREAS, a Request for Proposals dated April 8, 2006 sought engineering and design
proposals for the I & T docks and travelliftlbulkhead; and
WHEREAS, Tryck Nyman Hayes, Inc. was selected as a result of a review of the proposals
received by the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into an agreement with Tryck Nyman
Hayes, Inc. in substantially the form as attached hereto, providing engineering and design services
for renovations of the I and T docks and the travel liftlbulkhead facility for an amount of
$124,196.00, provided that any necessary change orders will not exceed a total contract price of
$130,000.00.
Section 2. Funding for these services is appropriated from the T and I Dock Capital Project
account 315-3151-4680-0200 to the contract services account 315-3151-5390, in the amount not-to-
exceed $130,000.00.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe City of Seward, Alaska, this 12th
day of June, 2006.

Agenda Item: Authorizing the City Manager to Negotiate and Execute,
on Behalf of the City of Seward, an Agreement with
Tryck Nyman Hayes, Inc. to Provide Engineering
Services for the I & T Docks and the Travel
Lift/Bulkhead in the Small Boat Harbor.
BACKGROUND & JUSTIFICATION:
In a final report from Tryck Nyman Hayes, Inc. ("TNH") dated December 22, 2005, the City received
results of an inspection and recommendations related to the City’s I and T docks and the travellift
and bulkhead. Repairs and upgrades were recommended, including structural and utility needs. On
April 8, 2006, the City began a Request for Proposals process seeking engineering services for I&T
dock renovations and travel lift dock design. Proposals were due May 11, 2006. A committee
reviewed the proposals received by the City and recommends accepting the proposal from TNH. The
total cost to the City would not exceed $130,000.00 and the company is prepared to begin work
immediately.
A committee reviewed and scored each proposal. Selection criteria included project understanding
and approach, experience and qualifications of the project manager and project team, firm resources,
experience and capabilities, litigation history, references, and cost. TNH's proposal ranked highest
with a total of 95.7 points out of a total of 100. Other proposals scored 66 and 69.3.
CONSISTENCY CHECKLIST:
Where applicable, this agenda statement is consistent with the Seward City Code, Charter,
Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.
FISCAL NOTE:
Funding for this project will be from the State of Alaska’s $2 million appropriation in 2005, plus an
additional $2.2 million approved by the State legislature in May, 2006. No matching funds are
required by the City.

Council approve Resolution 2006-____ authorizing the CityManager to negotiate and enter into a
contract with Tryck Nyman Hayes, Inc. for engineering and design services for the I & T docks and
the travel lift/bulkhead, and appropriating funds.
