HomeMy WebLinkAboutRes1998-073 I I I Sponsored by: Janke CITY OF SEWARD, ALASKA RESOLUTION NO. 98-073 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH FRONTIER PAVING TO COMPLETE VARIOUS PAVING PROJECTS, INCLUDING PROJECTS IN THE SEWARD SMALL BOAT HARBOR WHEREAS, the City has several paving projects which need to be completed early this spring while a paving contractor is in town for other projects; and WHEREAS, Frontier Paving is the successful low bidder for the Alaska Railroad project of paving of the road from Port Avenue to the RR Dock; and WHEREAS, Frontier Paving intends to be in the City the week of June 8, 1998 to start working on that project; and WHEREAS, the City Manager has asked for and received prices from Frontier Paving for various City projects; and WHEREAS, the prices are believed to be fair and compare favorably with past paving projects and include all of the prep work, traffic control, cutting of edges, etc. which are necessary for the individual projects. These prices are as follows: (1) North Harbor Parking Lot $32,500.00 26,000 sq. ft. @1.25/sq. ft. (2) Harbor Sewer/Water/Electrical Re-pave $39,000.00 19,500 l.ft. @2.00/sq. ft. (3) East Launch Ramp Access Road Re-pave $12,600.00 7,200 sq. ft. @1.75/sq. ft. (4) 4th Avenue crossing and Alley (Harbor $6,785.00 Sewer Project) 2,300 sq. ft. @2.95/sq. ft. WHEREAS, the cost of the North Harbor Parking Lot can be taken from the Harbor Parking Fund, the funding for the East Launch Ramp is available from the DSR funds left over from the 1995 flood, and the road patch's will be covered by the responsible parties; and CITY OF SEWARD, ALASKA RESOLUTION NO. 98-073 WHEREAS, Seward City Code 6.10.130 allows the letting of contracts without using the competitive bid process when the city council determines and makes written findings that the public interest would be best served by not requiring competitive bids/proposals; and WHEREAS, the City Council hereby finds that it is in the public interest for the City to contract with Frontier Paving to do this paving work while they are in the Seward area doing other local projects: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council hereby approves Resolution 98-073, authorizing the City Manager to approve a contract with Frontier Paving to pave various City locations, with funding to be appropriated as follows: $32,500 for the North Harbor parking lot from the Parking Revenue Enterprise Fund account no. 403-4030-5390; $12,600 for re-paving of the east launch ramp access road from disaster funds, account no. 306-3060-5390-0306L; $5,752.50 for various road patches to be reimbursed by the individuals and/or companies responsible for the paving; $39,000 for re-paving and $6,785 for the 4th Avenue crossing and alley due to the installation of harbor boardwalk utilities, for a total amount of $45,785, to be pro-rated and billed to the boardwalk site lessees according to the same allocation method used for installation of the water and sewer lines (see Resolution 97- 165), with the Harbor Enterprise Fund paying for the portion attributed to the Chamber of Commerce and Lions Club (25.4%) in the amount of$II,629.39, from account no. 401-4360-5390. Section 2. In the event that the above paving projects are not completed in the FY98 budget due to weather or other reasons, Section 1 will apply to the FY99 budget. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 8th day ofJune 1998.
