CITY OF SEWARD, ALASKA
ORDINANCE NO. 467
AN ORDINANCE REGARDING ELECTIONS,
AMENDING SECTIONS 8-7 AND 8-12 OF THE SEWARD CITY CODE
AND DECLARING AN EMERGENCY
WHEREAS, the reV1S10n of the nominating petition prOV1S1ons of the
Seward City Code is essential to comply with State law, and
WHEREAS, such revisions must be enacted within sufficient time to
allow petitions to be filed before the next City General Election, and
WHEREAS, the limited time applicable for the filing of nominations might
jeopardize the validity of the regularly scheduled election if the regulaL
ordinance schedule were used, and
WHEREAS, the invalidity of a City election is detrimental to the welfare
of the public;
NOW, THEREFORE, THE CITY OF SEWARD, ALASKA,ORDAINS:

Section 1. Section 8-7 of the Seward City Code of Ordinances is
amended at paragraphs (b) and (c) as follows:
Section 8-7 Nomination of Candidates by Petition
(b) Nominations for elective offices shall be by petition only. To
be eligible to file a nominating petition for election to a city office a person
shall be an elector of the city or of the territory annexed to the city, or shall
have had a combination of residence in the city and in the annexed territory for
a period of not less than one year preceding the date of filing such a petition.
Such petition shall be signed by at least ten electors, who shall be residents
and qualified voters within the city. No elector shall sign more than one such
petition, except as to councilmen, in which case as many petitions may be signed
as there are vacancies for the position of councilman. Should an elector sign
more than the permissible number of petitions, his signature shall be void as to
any petition filed subsequent to the filing of petitions in such number bearing
his signature. With each signature shall be stated the place of
residence of the signer, giving the street and number or lot and city block or
other description sufficient to identify it. Nominating petition forms shall be
provided by the clerk and shall include provision for a statement by the can-
didate affirming his qualifications to fill the office to which he is nominated
and his willingness to do so.
(c) Candidates for elective city office shall file a Conflict of
Interest Statement in accordance with the provisions of AS 39.50 at the time
of filing a nominating petition. Each candidate shall file the name and address
.Of the campaign treasurer with the Alaska Public Offices Commission in
accordance with the provisions of AS 15.13.

Section 2. Section 8-12 of the Seward City Code of Ordinances
is hereby amended by the addition of paragraph (f) as follows:
Sec. 8-12 Absentee Voting
(f) Should an absent voter return to his city precinct
on election day, he shall not vote until he surrenders to the
judges of the precinct board the absent voter's ballot and other
supplies mailed to him. The judge or judges of election shall
return the unused absent voter's ballots with the unused ballots
of the precinct.
Section 3. The Council hereby declares an emergency and orders
this ordinance to become effective immediately.
