Introduced By: City Manager Introduction Date: 9/22/80 Public Hearing and Enactment: 10/27/80 CITY OF SEWARD, ALASKA ORDINANCE NO. 493 AN ORDINANCE RELATING TO CITY ADMINISTRATIVE DEPARTMENTS, REPEALING ARTICLE IV, SECTIONS 2-47 THROUGH 2-65, AND CREATING SECTIONS 2.40.010 THROUGH 2.40.560 OF THE SEWARD CITY CODE THE CITY OF SEWARD ORDAINS: Section 1. Article IV, Sections 2-47 through 2-65 of the Seward City Code are hereby repealed. There is hereby created Seward City Code Sections 2.40.010 through 2.40.560 to read as follows: SECTION 2-40 CITY DEPARTMENTS Sec. 2.40.010 Building Department - Established. There is hereby established the City of Seward Building Department. The principal officer shall be the City Engineer who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the City Manager. Sec. 2.40.020 Building Department - Powers and Duties. The Building Department shall: (a) Provide for the lawful compliance of new construction and building renovation within the City limits by the issuance of building permits and the performance of building inspections, regulating buildings, housing, fire zones, plumbing, heating, and electrical installations. (b) Provide for the abatement of dangerous buildings and public nuisances according to the law. ordinance. (c) Provide for the local compliance with the Seward zoning (d) Coordinate services with the Borough Assessor to provide such records of building changes which would affect the Borough assessed valua- tion for tax purposes. (e) Maintain all related departmental records as required. Manager. (f) Provide other services and duties as directed by the City . . . . . City of Seward, Alaska Ordinance No. 493 Page Two Sec. 2.40.050 Electric Department - Established. There is hereby established the City of Seward Electric Depart- ment. The principal officer shall be the Utilities Manager who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the City Manager. Sec. 2.40.060 Electric Department - Powers and Duties. The Electric Department shall: (a) Provide policies and procedures pertaining to the manage- ment, operation, design, construction, repair, development, maintenance, improve- ment and extension of the electric utility owned and operated by the City. (b) Maintain such maps and records as are necessary for the fulfillment of the departmental function, and shall record thereon any changes on the official copy, which shall be filed with the city clerk. (c) Obtain easements necessary for the maintenance and extension of the electrical system. (d) Provide advice and assistance in formulating policies and rate schedules to be used in the sale of services and answer customers' inquiries regarding the electrical tariff. (e) Install, maintain and operate the electrical traffic control devices and street lighting system of the City. (f) Provide other services and duties as directed by the City Manager. Sec. 2.40.100 Engineering Department - Established. There is hereby established the City of Seward Engineering Depart- ment. The principal officer shall be the City Engineer who shall fulfill the duties and have the responsibilities as set forth in the employee's job descrip- tion, and who shall be subject to the direction and supervision of the City Manager. (see Sec. 2.30.020 regarding Council approval of appointment) Sec. 2.40.110 Engineering Department - Powers and Duties. The Engineering Department shall: (a) Provide for the planning, design, construction, maintenance and repair, and improvement of all public works owned or operated by the City. (b) Provide necessary technical engineering services to other City departments. . . . . . City of Seward, Alaska Ordinance No. 493 Page Three Sec. 2.40.110 (cont'd) (c) Coordinate the engineering and planning activities of the utilities owned and operated by the City on matters of mutual concern, between the several utilities and public works. (d) Inspect all construction work done by and for the City and require compliance with all contracts made in connection therewith. (e) Prepare all official maps of the City and maintain such records as are necessary for the fulfillment of the departmental function, and shall record thereon any changes on the official copy, which shall be filed with the city clerk. (f) Recommend a schedule of fees and rates to be charged for services performed by his department. (g) Provide other services and duties as directed by the City Manager. Sec. 2.40.150 Finance Department - Established. There is hereby established the City of Seward Finance Department. The principal officer shall be the Finance Director who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the City Manager. (see Sec. 2.30.020 regarding Council approval of appointment) Sec. 2.40.160 Finance Department - Powers and Duties. The Finance Department shall: (a) Formulate, recommend and administer policies and procedures on all City financial matters. (b) Prepare and maintain all necessary and appropriate financial records and statements and reports for the City; specifically, annual and quarterly reports reflecting revenues and expenditures of the individual depart- ments, current monthly statements reflecting unencumbered balances for all City accounts. (c) Review the proposed annual budget for all departments of the City and consolidate them into a proposed annual City budget for presenta- tion to the City Manager and City Council. ~) the City's various of all the various Establish procedures and provide for the administration of insurance policies, advising as to the status and expiration policies. (i) Provide for the payment of all valid warrants and claims against the City. (j) Provide for the City payroll function. Manager. (k) Provide other services and duties as directed by the City Sec. 2.40.200 Fire Department - Established. There is hereby established the City of Seward Fire Department. The principal officer shall be the Fire Chief who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the City Manager. (see Sec. 2.30.020 regarding Council approval of appointment) Sec. 2.40.210 Fire Department - Powers and Duties. The Fire Department shall: (a) Formulate, recommend and administer policies and procedures pertaining to the enforcement of fire regulations. (b) Be responsible for the prevention of fires, the protection of life and property against fires and the removal of fire hazards. /ffient provides. (e) Provide for the enforcement of the Fire Prevention Code by the inspection of businesses and other premises for fire hazards and compliance with the Code. (f) Provide for the conduct of fire prevention programs. (g) Notify the Borough Assessor and City Building Inspector of all property damaged by fire within the City. Manager. (h) Provide other services and duties as directed by the City . . . . . City of Seward, Alaska Ordinance No. 493 Page Five Sec. 2.40.250 Small Boat Harbor Department - Established. There is hereby established the City of Seward Small Boat Harbor Department. The principal officer shall be the Harbormaster who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the City Manager. Sec. 2.40.260 Small Boat Harbor Department - Powers and Duties. The Small Boat Harbor Department shall: (a) cedures pertaining facilities. The principal officer shall be the City Shop Foreman who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the City Manager. Sec. 2.40.310 Maintenance Department - Powers and Duties. The Maintenance Department shall: (a) Operate the City garage and machine shop, keeping a record of the work performed. (b) Maintain the operating records of all motorized equip- ment used or operated by the City. (c) Provide for a preventative maintenance program for all mechanical equipment owned and operated by the City. . . . . . City of Seward, Alaska Ordinance No. 493 Page Six Sec. 2.40.310 (cont'd) (d) Provide maintenance for all public buildings and mechanical equipment of the City. (e) Provide other services and duties as directed by the City Manager. Sec. 2.40.350 Personnel Department - Established. There is hereby established the City of Seward Personnel Department. The principal officer shall be the Personnel Officer who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the City Manager. Sec. 2.40.360 Personnel Department - Powers and Duties. The Personnel Department shall: (a) Provide for the management and administration of the City Personnel Regulations pursuant to Ordinance No. 437 as amended (see Chapter 17). (b) Provide for the maintenance of all personnel records, including individual employee files and employee contracts. (c) Provide for the administration of the City employee insurance program. (d) Provide for the administration of workmen's compensation and OSHA regulations. (e) Provide other services and duties as directed by the City Manager. Sec. 2.40.400 Police Department - Established. There is hereby established the City of Seward Police Depart- ment. The principal officer shall be the Chief of Police who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the City Manager. (see Sec. 2.30.020 regarding Council approval of appointment) Sec. 2.40.410 Police Department - Powers and Duties. The Police Department shall: (a) Operate and maintain the City jail facility. (b) Enforce all traffic regulations. . . . . . City of Seward, Alaska Ordinance No. 493 Page Seven Sec. 2.40.410 (cont'd) (c) Be responsible for the preservation of public peace and order, the prevention and detection of crime and apprehension of offenders, the protection of persons and of property, and the enforcement of the law. (d) Provide for the annual sale of unclaimed property at public auction or as specified by law. (e) Coordinate law enforcement activities with other govern- mental entities. (f) Operate and maintain the City animal control shelter and provide for the administration of the animal control laws. (g) Maintain all related departmental records as required. (h) Provide other services and duties as directed by the City Manager. Sec. 2.40.450 Public Works Department - Established. There is hereby established the City of Seward Public Works Department. The principal officer shall be the City Engineer who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the City Manager. (see Sec. 2.30.020 regarding Council approval of appointment) Sec. 2.40.460 Public Works Department - Powers and Duties. The Public Works Department shall: (a) Be responsible for the function of traffic engineering for the City and maintain all markings for traffic control placed upon the streets or curbs. (b) Provide policies and procedures pertaining to the manage- ment, operation, design, construction, repair, development, maintenance, improve- ment and extension of the City water and sewer utilities. (c) Maintain such maps and records as are necessary for the fulfillment of the departmental function, and shall record thereon any changes on the official copy, which shall be filed with the city clerk. (d) Obtain easements necessary for the maintenance and extension of streets and the water and sewer utilities. (e) Provide advice and assistance in formulating policies and rate schedules to be used in the sale of water and sewer services and answer customers' inquiries regarding such services. . . . . . City of Seward, Alaska Ordinance No. 493 Page Eight Sec. 2.40.460 (cont'd) (f) Cooperate and coordinate departmental efforts with the fire department in the installation, repair and maintenance of a water system adequate for the needs of the fire department. (g) Provide for the necessary inspections relative to new and extended services. (h) Provide other services and duties as directed by the City Manager. Sec. 2.40.500 Purchasing Department - Established. There is hereby established the City of Seward Purchasing Department. The principal officer shall be the Purchasing Agent who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the City Manager. Sec. 2.40.510 Purchasing Department - Powers and Duties. The Purchasing Department shall: (a) Provide for all City purchases, in conformity with the procedures established for that purpose. (b) Maintain supply storage facilities and inventorying and stock control records as necessary. (c) Provide standard specifications for purchases whenever practicable. (d) Coordinate purchase orders, invoices and receipts records with the Finance Department. (e) Maintain all related departmental records as required. (f) Upon authorization by the City Manager, the Purchasing Agent may sign purchase orders which do not exceed five hundred dollars ($500) in value, in conformance with the procedures established for that purpose. (g) Provide other services and duties as directed by the City Manager. . . . . . City of Seward, Alaska Ordinance No. 493 Page Nine Sec. 2.40.550 Recreation Department - Established. There is hereby established the City of Seward Recreation Department. The principal officer shall be the Recreation Supervisor who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the City Manager. Sec. 2.40.560 Recreation Department - Powers and Duties. The Recreation Department shall: (a) Organize various recreational programs for individuals of all ages within the City. (b) Coordinate recreational activities and programs with the Kenai Peninsula Borough community schools programs and other local recreational entities. (c) Maintain City recreational facilities. (d) Provide other services and duties as directed by the City Manager. Section 2.
