ALASKA ORDINANCE NO. 523 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD. ALASKA. AMENDING CHAPTER 19A OF THE SEWARD CITY CODE BY LEVYING A TWO PERCENT TAX ON THE SALE OF ALCOHOLIC BEVERAGES WHEREAS, there has been a heightened awareness statewide of the negative social and economic cost to all Alaskans from the abuse of alcohol; and WHEREAS, historically the State has been responsible for the primary funding of alcoholism services; and WHEREAS. given economic growth there may meet this need for alcohol the latest projections for population and not be enough State revenue in the future to abuse treatment; and WHEREAS, as the need governments may need to provide treatment and rehabilitation; and for such treatment increases, local added financial support for alcohol WHEREAS. the Seward Life Action Council (SLAC) provides much needed programs for alcohol treatment and education; and WHEREAS. State funding cuts have impacted SLAC's operation, forcing reductions in alcohol education and some programs of rehabilita- tion; and WHEREAS. the legislature has provided a mechanism for local generation of revenue that may support alcoholism programs by allowing the establishment of local sales tax on the retail sale of alcohol; NOW. THEREFORE. THE CITY OF SEWARD. ALASKA ORDAINS that: Section 1. Chapter 19A of the Seward City Code is hereby amended by adding the following: Sec.19A.40.105. Alcoholic Beverage Tax. In addition to all other taxes imposed by this chapter and by law. there is levied and imposed a two percent (2%) tax on alcoholic beverage sales. This tax shall apply to all retail sales of alcohol, beer and wine within the City of Seward. including sales from package stores, bars. restaurants. and any other facility. club or business dispensing such beverages for sale. -1- . . . e CITY OF SEWARD, ALASKA ORDINANCE NO. 523 e Section 2. This ordinance shall not become effective unless and until it is referred to the public at the City's regular election of October 2, 1984, and is approved by a majority of the votes cast in accordance with AS 29.53.420. If approved such by referendum, this ordinance shall take effect on January 1, 1985.
