ORDINANCE NO. 547
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, REORDERING THE AGENDA FOR REGULAR MEETINGS
OF THE CITY COUNCIL AND REVISING THE PROVISIONS FOR ADDRESSING
THE COUNCIL BY THE PUBLIC
WHEREAS, the City Council desires an opportunity to respond to
citizen comments at the conclusion of regular meetings; and
WHEREAS, the present agenda format does not allow for such
comments; and
WHEREAS, the Council desires to reserve the time set aside
under the Agenda Item designated "Citizens' Discussion With Prior Notice
Only" for those citizens wishing to discuss items which do not appear on
the regular meeting agenda;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, HEREBY ORDAINS that:
Section 1. Section 2-15 of the Seward City Code is hereby
amended to revise the order of business for regular meetings of the City
Council by adding a new Item No. XV entitled "Council and Administration
Response to Citizens' Comments" and renumbering Item No. XV, "Adj ourn-
ment" as Item No. XVI.
Section 2.
Section 2-18(c) is hereby amended to read as
follows:
(c) Citizens' Discussion. Taxpayers or
residents of the city or their authorized represen-
tatives may address the council by oral communica-
tion on any matter concerning the city's business,
or any matter over which the council has control;
excepting that any persons having business with the
Council who wish to discuss items not appearing on
the regular meeting agenda for public hearing and
who have given prior written notice to the clerk
shall be heard by the council and shall be given
preference. Such prior written notice must be
received by the clerk on or before noon of the
Wednesday immediately preceding the Monday meeting
and shall set forth the nature of the proposed
communication in order that the same may appear on
the agenda of the council.
Section 3. This ordinance shall take effect 10 days following
enactment.
