ORDINANCE NO. 555
AN ORDINANCE OF '!HE CITY COUNCIL OF '!HE CITY OF
SEWARD, ALASKA, PROVIDING FOR I.DCAL HIRE PREFERENCE
generally
, the City of Seward has experienced high anployment
variably high unerrployment in the =nstruction trades; and
, the e=nomy of Seward is adversely affected by high

WHEREAS, it is in the public interest to pronote reasonable
and orderly develo t of the <XlITITI\.lIli ty which develo];XlEnt is greatly
in{lacted by the ins ility of the errployrrent within the =rrm.mity; and
WHEREAS, the City Council finds it to be in the public inter-
est to prorrote growth develoy;:mant of the local =nmunity by expendi-
ture of City and other g ernrrent funds locally when possible; and
WHEREAS, public p ojects have an irrpact beyond the City limits
of the City of Seward and City of Seward provides essential public
services and support for resi ts of the Eastern Kenai Peninsula.

Section 1. Section

(a) The City Manager shall p epare an estimate
of the total labor =sts and an estimate of the

ated with a publicly bid =ntract based on the
City's estimated cost of the =ntract.
(b) The City Manager shall seek the assistance
and advice of the State of Alaska De t of
Labor and the Alaska Vocational Training ter in
Seward as to the estimated level of unerrpl t and
economic factors in the City of Seward dur' the
proposed =ntract period and the availabili of
qualified persons in the East Peninsula Road Se ce
District. The City Manager shall report to the C~ Y
Council prior to the bidding of a project hi
recormendations as to the need for and the level 0

(c) Prior to the advertiserrent and bidding of
contract the City Council shall review the City
Mana: er I s recOllIrEndations and establish the level,
if an , of incentives to be included in the contract
for 1 al hire. The incentives, if any, shall be

(d) e City Manager shall rronitor the pro-
gress of co tracts awarded under this section.
