AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AMENDING SECTION 2-55 (A) .5 OF THE SEWARD CITY
CODE RELATIVE 'ID THE COMMUNITY HOSPITAL BOARD Brnx;E!' PROCEDURES
that:
THE CITY OXJNCIL OF THE CITY OF SEWARD, AlASKA, HEREBY ORDAINS
Section 1. Section 2055 (a) .5 of the Seward City Code is hereby
repealed and re-enacted to read as follCMs:
Sec. 2-55 (a) .5. Budget. The Hospital Board
shall, before May 1 of each year, submit to the City
Council a proposed budget for the follCMing fiscal
year for approval of the total arrount. Not less
than one week prior to its submission to the City
Council, the Hospital Board shall hold a public
hearing on the budget proposal in the chambers of
the Seward City Council. A notice of the public
hearing shall be published in a newspaper by the
Hospital Board at least five days prior to the date
of the hearing. Wi thin 60 days after receipt of the
budget, the City Council shall detemine the total
anount of rroney to be made available from local
sources for hospital purposes and shall furnish the
Hospital Board with a staterrent of the sum to be
made available. The City Council shall direct that
a public hearing on the budget proposal shall be
held no less than one week before its final approv-
al. A notice of the public hearing shall be pub-
lished in a newspaper at least 5 days prior to the
date of the hearing. If the Council does not,
within 60 days, furnish the Hospital Board with a
staterrent of the sum to be made available, the
arrount requested in the budget is autcrnatically
approved. By July 1, the Council shall appropriate
the arrount to be made available fran local sources
from rroney available for the purpose.
Section 2. This ordinance shall take effect 10 days follCMing
enactrrent.

SEWARD, ALASKA, AMENDING CHAPTER 17 OF THE CITY CODE
RElATIVE TO THE EI>1PIDYMENT OF FAMILY MEMBERS
THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, HEREBY ORDAINS
Section 1. Chapter 17 of the Seward City Code is hereby
arrended by repealing and re-enacting Section 17-3.3 to read as follows:

Sec. 17-13.3. Errployrrent of family nembers. (a)
No person may be employed in a position supervised
by a family nember, provided this will not prevent
continued employment with the City of persons who
are presently employed at the adoption hereof.
Additionally, family nembers shall not be placed in
a position such that one nember is required or
authorized to review the work, personnel docurrents,
expense account or tim2 records. of another family
nember. /
(b) Members of the f~lies of City Council-
nembers may not be appo~' d to a perrranent, full-
tim2 position. If an oyee' s spouse is elected
to the City Council, hat employee Imlst resign
within 30 days.

(c) The provo ions of this section shall not
apply to such rs of the families of Council-
nembers or empl ees who may apply for any position
funded by a feral or state employment program or
who may be ag inted to a terrporary position.
