ORDINANCE NO. 575 (EMERGENCY ORDINANCE)
AN ORDINANCE OF THE CI'IY COUNCIL OF THE CI'IY OF
SEWARD, ALASKA, WAIVING THE RB;;!UIREMENT 'IHAT CI'IY EMPWYEES
RECEIVE A COST OF LIVING INCREASE FOR FISCAL YEAR 1987
WHEREAS, a shortfall in State and Federal revenue sharing has
necessitated a reduction in City spending for Fiscal Year 1987; and
WHEREAS, Section 17-4.4 of the City Code requires that each
classified employee of the City receive a cost of living adjustrrent,
based on the Anchorage CPI for the one-year period ending May 30,
effective July 1 of each year; and
WHEREAS, the Anchorage CPI for the year ending May 30, 1986,
has been detennined to be + 3.6 percent; and
WHEREAS, a 3.6% across-the-board cost of living adjustrrent for
classified employees of the City would result in an increase of rrore
than $80,000.00 in budgeted salaries for Fiscal Year 1987; and
WHEREAS, in order to maintain City services at =ent levels
it will be necessary to suspend the COlA adjustrrent for Fiscal Year
1987; and
WHEREAS, Section 2-71 of the City Code provides that the City
Council may enact an ordinance at the SanE rreeting it is introduced if
it first declares that an errergency exists; and
WHEREAS, it is a finding of the City Council that an errergency
does exist in that a cost of living adjustrrent for employees at this
tirre would seriously tax the ability of the City to operate within
budgeted revenues for the fiscal year beginning July 1, 1986; and
WHEREAS, any ordinance waiving COlA for Fiscal Year 1987 IIUlSt
becorre effective prior to July 1, 1986;
NCW, THEREFORE, THE CI'IY COUNCIL OF THE CI'IY OF SEWARD,
ALASKA, HEREBY ORDAINS that:
Section 1. The public interest would best be served by
suspending the cost of living adjustrrent set forth in Section 17-4.4 of
the City Code for Fiscal Year 1987.
Section 2. The cost of living adjustrrent called for in
Section 17-4.4 of the City Code is hereby waived for the fiscal year
beginning July 1, 1986.
Section 3. This ordinance shall take effect iImediately
without benefit of public hearing and shall remain in effect for sixty
(60) days or until an ordinance confinuing the actions taken herein is
