Sponsored by: City Manager CITY OF SEWARD, ALASKA ORDINANCE NO. 587 (SUBSTITUTE) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AMENDING SECTIONS 17-5.3 AND 17-6.7 OF THE SEWARD CITY CODE RELATIVE TO JOB ANNOUNCEMENTS AND TEMPORARY APPOINTMENTS NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, HEREBY ORDAINS that: Section 1. Section 17-5.3 of the Seward City Code is hereby amended to read as follows: Section 17-5.3. Job announcements and publicity. Inorder to attract an adequate number of candi- dates for present or anticipated vacancies and to permit successful competition with other employ- ers, the personnel officer shall issue job an- nouncements and otherwise publicize vacancies through such media which will include, but not be limi ted to, the local newspaper. Job announce- ments shall be clear and readable. They shall include the job title, salary range, job quali- fication requirements, examination information (including the time, place and manner of complet- ing applications and other pertinent information). Publicity for job vacancies shall be conducted for a sufficient period of time to ensure reasonable opportuni ty for persons to apply and to be con- sidered for employment. In any event, job va- cancies shall be formally announced at least ten (working) calendar days prior to the closing date for filing applications. The city manager may also initiate continuous recruitment programs for any class of positions as appropriate. All job announcements for permanent appointments shall be publicized first to all city employees at least five (working) calendar days prior to advertising publicly. Section 2. Section 17-6.7 is hereby amended to read as follows: Section 17-6.7. (Temporary appointments) Tempo- rary, seasonal/temporary and on-call/temporary appointments. Temporary appointments are for a (short-term period not to exceed thirty days; however, extensions in thirty-day increments can be allowed with the approval of the city manager, -1- . . . CITY OF SEWARD, ALASKA ORDINANCE NO. 587 (SUBSTITUTE) up to a maximum of six months) period not to exceed six consecutive months. Probationary periods shall not be served; no probationary increases shall be awarded. A person hired for a temporary appointment or hired temporarily to replace an absent employee shall not be entitled to any fringe benefits; however, benefits shall be paid retroactive to date of temporary appointment if temporary employees are later appointed to regular positions. Temporary employment may be counted toward probationary periods and time credi ted for such service toward anniversary or length of service dates if temporary employees are later appointed to regular positions. Time served in temporary capacity may be counted toward experience requirements in minimum qualifications for class of position concerned. (a) Employees hired on a temporary basis with prior city work status may be given preference for re-employment on the recommendation of the department head and approval of the city manager. Job announcements for temporary posi tions shall contain notice that persons with prior city work status may be accorded preference for re-employment. (b) Employees may be hired on an on-call/temporary basis upon the recommendation of the department head and approval of the city manager. On-call appointments may be for an indefinite duration. Section 3. This ordinance shall take effect ten (10) days following enactment.
