RESOLUTION 98-100
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUBMITTING A PROPOSITION TO THE VOTERS AT THE
OCTOBER 6, 1998, REGULAR MUNICIPAL ELECTION WHICH SHALL
AMEND THE SEWARD CITY CHARTER, SECTION 6.1 TO ALLOW FOR
THE FISCAL YEAR OF THE CITY TO BE SET BY THE CITY CODE, AND
AMENDING SECTION 6.2 TO REQUIRE THAT THE BUDGET BE
PRESENTED TO THE COUNCIL WITHIN 45 DAYS OF THE END OF THE
FISCAL YEAR
WHEREAS, currently the City Charter sets the fiscal year as starting on July 1; and
WHEREAS, the administration recommends that the Charter allow the City Council to set
the City's fiscal year in the City Code rather than by City Charter; and
WHEREAS, it is recommended that the fiscal year language be generic in the Charter and
specific in the Code; and
WHEREAS, the change would give the Council the authority and flexibility to set the City's
fiscal year; and
WHEREAS, if the voters approve the change, an ordinance would be introduced to Council
to change the City's fiscal year to begin January 1 rather than July 1;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Clerk is hereby directed to submit Proposition NO.2 to the voters at the
October 6, 1998, regular municipal election which would amend the Seward City Charter, Sections
6.1 and 6.2.
Section 2. The question of the proposition shall be substantially in the following form:
Proposition NO.2
Shall the Seward City Charter 6.1 be amended to allow for the fiscal year to be set by City
Code, and shall City Charter 6.2 be amended to require that the budget be presented to the
Council within 45 days of the end of the fiscal year.

Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 10th day
of August, 1998.
