Sponsored by: Gieseler AN CITY OF SEWARD, ALASKA ORDINANCE NO. 616 ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, REVISING CHAPTER 2.30, ARTICLE 1, COMMUNITY HOSPITAL BOARD WHEREAS, the Seward City Council has established various citizen boards and has granted those boards the authority to hold meetings, conduct public hearings, and make recommendations to the council; and, WHEREAS, it is preferable to establish consistent policies and procedures for the appointment of board members, and the conduct of meetings; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, HEREBY ORDAINS: Section 1. follows: Sec. 2.30.110 is hereby amended to read as 2.30.110 Established. A. There is hereby created a community hospital board consisting of nine residents of the city of Seward or the East Peninsula road service area who shall be nominated by the mayor and confirmed by the City Council. No employee or officer of the city whose terms and conditions of employment are established by the Community Hospital Board may serve as a member of that board. B. In order to assure the continued support and involvement of the Seward General Hospital Association in supporting the operation of city hospital facilities and, further, to assist the mayor in selecting qualified nominees, the mayor may request that the Seward General Hospital Association recommend persons for appointment to the community hospital board. C. A chairman of the board shall be selected annually from and by the appointed members. Section 2 . follows: Sec. 2.30.111 is hereby created to read as 2.30.111 Terms of office: filling vacancies. A. Members of the Community Hospital Board shall be appointed for three-year terms, expiring on the third Monday in October of each year; provided, that the terms of initial appointments shall be staggered so that as nearly as possible a pro rata number of members shall be appointed each year. B. The mayor, with the approval of the council, may appoint any qualified person to fill a vacancy of any member of the board; provided that the appointment shall be for the unexpired term of the vacancy. -1- . . . Following a member's absence from three consecutive regular meetings of the board, the remaining board members shall decide whether the board member should be retained or whether to request council appointment of a new member. Section 3. follows: Sec. 2 . 30 . 112 is hereby created to read as 2.30.112 Meetinqs and quorum. A. The Community Hospital Board shall meet at 7:00 p.m. in the City Council chambers on the third Monday of each month. Special meetings may be held at the call of the chairman and at such other times as the board may determine. B. Five members of the board shall constitute a quorum for the transaction of business except that, in the absence of a quorum, any number less than a quorum may adjourn the meeting to a later date. The affirmative votes of at least a majority of those board members present shall be required for any action. C. All meetings and records of the board shall be open to the public, except that the board may meet in executive session in accordance with Medical Staff bylaws and established procedures of the board. The board shall keep minutes of proceedings showing the vote of each member upon each question and shall keep records of any actions, all of which shall be immediately filed in the office of the city clerk and shall be a public record. Section 4 . follows: Sec. 2.30.125 is hereby amended to read as Sec. 2.30.125 Financial reports. A. The Community Hospital Board shall provide the city with quarterly financial reports of all hospital accounts, said reports to be filed with the city clerk not later than 30 days following the end of the quarter for which the report is provided. B. The hospital board shall cooperate with the city in preparation of an audit of all hospital accounts for the year ending June 30. Said audit shall be conducted by a certified public accountant selected by the city. Section 5. enactment. This ordinance shall take effect 10 days after ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this 8th day of May, 1989. -2- .
