HomeMy WebLinkAboutRes1998-105 I I I Sponsored by: Janke CITY OF SEWARD, ALASKA RESOLUTION NO. 98-105 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ADOPTING A POLICY ON FAIR HOUSING IN CONFOR- MANCE WITH TITLE VIII OF THE 1968 CIVIL RIGHTS ACT WHEREAS, Seward Life Action Council, an Alaska non-profit corporation, would like to acquire a new building to operate out of and requested City assistance in obtaining funding; and WHEREAS, through adoption of Resolution 97-189, the City Manager was authorized to submit a cooperative application to the Alaska Department of Community and regional Affairs for a grant up to $200,000 under the Community Development Block Grant Program (CDBG) for the acquisition of a building; and WHEREAS, notification of grant award has been received, pending negotiation of a grant agreement and compliance with certain pre-agreement requirements; and WHEREAS, funding for the CDBG Program is received from the u.s. Department of Housing and Urban Development, which requires that certain rules and regulations must be met prior to grantee's receipt of funds, and one of those regulations is to adopt a fair housing policy and development of proposed actions to affirmatively further fair housing; and WHEREAS, discrimination because of race, color, religion, sex" family status, or national origin, is prohibited by Title VIII of the 1968 Civil Rights Act (Federal Fair Housing Law) in the sale, rental, leasing, and/or financing of housing or land to be used for construction of housing, or in the provision of brokerage services; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. Within available resources the City will assist all persons who feel they have been discriminated against because of race, color, religion, sex, family status, or national origin, to seek equity under federal and state laws by filing a complaint with the u.s. Department of Housing and Urban Development, Seattle Regional Office Compliance Division. Section 2. The City of Seward shall publicize this Resolution and through this publicity cause owners of real estate, developers, and builders to become aware of their respective responsibilities and rights under the Federal Fair Housing Law and any applicable state or local laws or ordinances. A policy is hereby adopted to implement programs to ensure equal opportunity in housing for all persons regardless of race, color, religion, sex, family status, or national origin, and this program shall be implemented in the attached plan. Section 4. Said program will at a minimum include, but not be limited to: (1) the printing and publicizing ofthis policy and other applicable fair housing information through local media and community contacts; (2) distribution and/or display of posters, flyers, and any other means which will bring to the attention of those affected, the knowledge of their respective responsibilities and rights concerning equal opportunity on housing. Section 5. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 14th day of September, 1998.
