RESOLUTION NO. 98-106
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING THE TRANSFER OF FLOOD EXCESS FEMA
MONIES TO THE MAYOR/COUNCIL BUDGET IN THE GENERAL FUND
FOR FEDERAL LOBBYING PROGRAM
WHEREAS, the FY 99 budget included $25,000 for the federal lobbyist program to finish
the contract with the federal lobbying group through December 31,1998; and
WHEREAS, it is estimated that an additional $35,000 will be needed to fund the City's
federal lobbying efforts through June 30, 1999; and
WHEREAS, administration has identified the following savings in the current FY 99 budget
that could be used to fund the federal lobbying program for the remainder ofFY 99:
1995 flood - FEMA excess monies
Finance Department:
insurance savings from job sharing
and delay of hiring accounting tech II - personnel savings
Jail delay of hiring jailer - personnel savings

WHEREAS, based on the above savings, the FY 99 budget for the federal lobbying program
would be increased by $35,000; and
WHEREAS, in order to make this budget revision, it is necessary for Council to approve the
transfer of monies in the amount of$16,451 from the 1995 flood capital project fund to the General
Fund; and
WHEREAS, the City Manager already has the authority to make the transfer for the above
personnel savings since it is within the General Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to transfer $16,451 of 1995 flood excess
FEMA monies, account 101-0000-3050 to the Mayor/Council budget in the General Fund for the
Federal Lobbying Program, account 101-1110-5570-'OOW.

Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 14th
