Sponsored by: Schaefermeyer CITY OF SEWARD, ALASKA ORDINANCE NO. 92-02 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AMENDING SCC ~ 15.10.140 DEFINITIONS AND ~ 15.10.225 LAND USES ALLOWED TABLE REGARDING STORAGE FACILITIES WHEREAS, a concern over different types of temporary storage units was prompted due to a noted increase in the use of railroad box cars, semi-tractor trailer vans and shipping containers for storage within the various commercial and residential districts within the community; and WHEREAS, some of these storage units have been located in highly visible areas of the community and within building setback areas; and WHEREAS, these storage units detract from the appearance of associated structures and the neighborhoods within which they are located; and WHEREAS, the Seward Planning and Zoning Commission has conducted work sessions and a public hearing to address this issue and through P&Z Resolution 92-001 recommend amendments to the zoning code to address the storage issue within the community. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA HEREBY ORDAINS that: Section 1. SCC ~ 15.10.140 DEFINITIONS is hereby amended to include the following new definitions: Storage, container. An accessory storage use consisting of containers such as semi- tractor vans, shipping containers, and conex containers, originally designed to transport goods and materials via highway, rail, air or sea, which are parked or placed on a parcel of land and used for covered storage provided that all wheel assemblies have been removed; the unit is placed on non-rot susceptible blocking or foundation; the unit is skirted, sided or painted to match the primary building on the property; and the unit is located outside any setbacks. Railroad box cars are excluded. There are no "grandfathered" uses. See accessory use/building; building; and structure. Storage, outdoor. The commercial keeping, in an unroofed area and usually enclosed by a fence, of any goods, junk, material, merchandise, or vehicles in the same place for an extended period of time. In the harbor commercial area, the use is limited to the storage of boats only. . . . CITY OF SEWARD, ALASKA ORDINANCE NO. 92-02 Storage. self service. A building or group of buildings consisting of individual, small, self-contained units that are leased or owned for storage of business equipment, household goods, contractors supplies, etc. Includes mini warehouses. Storage. Warehouse and distribution. A building used primarily for the storage and distribution of goods, products, materials, supplies, and equipment, but excluding bulk storage of materials that are flammable or explosive or that create hazardous or commonly recognized offensive conditions. Section 2. There are to be no grandfathered uses associated with the Container Storage units and that all existing units are given until September 1, 1993 to comply with the provisions of this ordinance. Section 4. This ordinance shall take effect ten (10) days following its enactment. ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this 10th day of February, 1992. . . .
